The role combines HR business analysis, stakeholder coordination, and solution configuration to improve service delivery and support modernization.

DUTIES

  • Meet with HR stakeholders to define business needs, identify operational gaps, and document requirements, user stories, acceptance criteria, and priorities.
  • Analyze current HR workflows and recommend practical improvements for intake, assignments, approvals, tracking, reporting, and knowledge transfer.
  • Design and maintain SharePoint Online sites, lists, document libraries, metadata, views, navigation, and permissions within authorized access and governance controls.
  • Build and maintain Power Automate workflows and Power Apps solutions for HR intake, routing, notifications, status tracking, and approvals in approved environments.
  • Develop Power BI dashboards and Excel reports to show workload, aging actions, milestones, service trends, and other agreed performance measures.
  • Support employee and labor relations, awards, and other assigned HR programs by translating process needs into organized information and usable tools.
  • Create process maps, standard operating procedures, requirements documents, job aids, training materials, and clear recommendations for client review.
  • Coordinate user acceptance testing, track defects, validate data and outputs, and support approved solution deployment, adoption, and issue resolution.
  • Organize content inventories, data mapping, validation, and migration activities; coordinate dependencies with HR system owners and technical teams.
  • Protect sensitive HR information through approved permissions, data handling, retention, and sharing practices; coordinate with privacy, security, and records officials.
  • Lead prepared working sessions, document decisions and action items, meet deadlines, remain responsive during agreed work hours, and escalate risks promptly.

EDUCATION

Bachelor's degree in human resources, business administration, information systems, or a related field, or an equivalent combination of education and relevant experience where permitted by the contract.

REQUIRED QUALIFICATIONS

  • Five or more years of relevant business analysis, HR process improvement, or business systems experience, including three or more years working with SharePoint Online.
  • Demonstrated experience analyzing HR or human capital processes and translating stakeholder needs into clear requirements and workable solutions.
  • Hands-on experience configuring SharePoint sites, lists, libraries, metadata, permissions, and document management structures.
  • Experience developing Power Automate workflows, configuring Power Apps, and creating Power BI or advanced Excel reports.
  • Ability to produce process maps, requirements documents, standard operating procedures, test scenarios, and user training materials.
  • Strong client communication, meeting facilitation, analytical judgment, and follow-through; ability to manage multiple assignments independently and recommend next steps.
  • Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
  • Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
  • Must be authorized to work in the United States without employer sponsorship now or in the future.

PREFERRED QUALIFICATIONS

  • Experience supporting DHS, OCHCO, federal HR shared services, or another federal human capital program.
  • Experience supporting employee and labor relations, awards, performance management, onboarding, or related HR service processes.
  • Experience with Microsoft 365 governance, accessible solution design, sensitive personnel information, and records management practices.
  • Familiarity with HR modernization, Core HCM transitions, data migration, basic SQL, or approved data integrations.
