The CSU Chancellor's Office is the headquarters for the nation's largest and most diverse system of higher education. Salary

Position Information

The California State University, Office of the Chancellor, is seeking a Senior Human Resources Systems Analyst to independently perform highly specialized administrative, analytical, and consultative work in support of the Shared Services benefits function. The position serves as a primary liaison among Shared Services, Information Technology, Application Development, and campus stakeholders and provides strategic and functional expertise in the effective use, enhancement, and optimization of technology solutions that support benefits administration and related human resources business processes.

The incumbent serves as a subject matter expert for HR technology initiatives, applying comprehensive knowledge of benefits administration, business processes, and system functionality to support technology solutions that meet Shared Services operational and strategic needs. The position works collaboratively across functional and technical areas to ensure system solutions and enhancements align with business requirements, CSU policies, collective bargaining agreements, regulatory requirements, and established quality standards.

The position routinely accesses and utilizes highly sensitive and confidential information related to collective bargaining activities, grievance administration, labor relations, and personnel matters. Such information may include data associated with collective bargaining, PERB unfair labor practice cases, contract grievance and arbitration cases, and other confidential labor relations activities. The incumbent is expected to exercise the highest level of discretion, maintain strict confidentiality, and safeguard the integrity and security of all sensitive information entrusted to the position.

Responsibilities

Under the general direction of the Assistant Director, Shared Services-Benefits, the Senior Human Resources Systems Analyst will perform duties as outlined below:

  • Troubleshoots various PeopleSoft issues in conjunction with Shared Services users, baseline (Chancellor's Office system-wide support group), and the State Controller’s Office (SCO).
  • Utilizes PIMS and CIRS (State Controller’s Office payroll and reporting system) to analyze and troubleshoot coordination of benefits between the Chancellor’s Office (CO) and SCO.
  • Develops functional business requirements and technical specifications for user reports, system enhancements, and integrations by partnering with Shared Services stakeholders and App Deve teams. Assesses documentation and training needs for the Shared Services team and develops and delivers as required. Includes determining the proper training methodologies for each intended target population.
  • Evaluates, develops, and communicates changes in PeopleSoft that impact Shared Services operations, identifying technology solutions and business process improvements that enhance efficiency and service quality.
  • Leads and coordinates small and large-scale projects collaborating with Shared Services, App Dev, and systemwide partners, to implement system enhancements that improve CHRS efficiency, productivity, and business processes.
  • Develops and conducts training to ensure adoption and effective usage of changes and enhancements
  • Utilizes project management tools, standards, and best practices throughout all phases of project work, including project planning, stakeholder coordination, documentation of decisions and action items, status reporting, and tracking deliverables through completion.
  • Coordinates the functional review, testing, validation, and implementation of newly approved functionality, ensuring alignment with Shared Services business requirements and operational priorities.
  • Provides expert consultation and recommendations on business processes, system functionality, policies, and training related to CHRS and integrated third-party systems, identifying opportunities to improve technology utilization and operational effectiveness.
  • Serves as the primary functional liaison between Shared Services, systemwide subject matter experts, and CHRS Application Development, representing Shared Services at User Group and Functional Team Meetings to communicate business needs, influence system enhancements, and support successful implementation of technology initiatives.
  • Monitors industry standards and current and future practices in Higher Education through participation in conferences and user group meetings, etc.
  • Coordinates and tests fixes, patches, releases, and bundles to ensure system stability and performance.
  • Analyzes system security requirements, develops recommendations, and approves security role changes as it pertains to various Shared Services HRIS systems, to ensure appropriate access controls, compliance, and operational effectiveness.
  • Develops, tests, and validates complex data queries, trains end-users in their use, and collaborates with technical programmers to identify data elements for large scale reporting needs.
  • Runs queries, and provides data and information used in the preparation of or in response to labor negotiations and related activities,
  • Documents activities and provides regular status reports for all levels of management as needed.
  • Manages and safeguards highly sensitive information related to collective bargaining, grievances, and labor relations cases, including Public Employee Relations Board (PERB) and arbitration matters, ensuring strict confidentiality and compliance.

Qualifications

This position requires:

  • Bachelor’s degree in technology or related functional area or an equivalent combination of education and experience is required.
  • 7 years of experience working with HRIS software and systems in a fast-paced, demanding environment.
  • Experience in benefits operations or closely related field (Human Resources, Payroll, Retirement Administration).
  • Experience in developing and designing technology systems (e.g., databases). Experience using collaborative software such as SharePoint.
  • Experience in Human Resources in higher education.
  • Experience with policies, procedures, and outside regulations pertaining to Human Resources Information Systems.
  • Knowledge of the systems development and implementation life cycle, including requirements gathering and analysis, gap analysis, functional specifications, application configuration, system integration, functional testing and validation, reporting, implementation, product enhancement, and ongoing support.
  • Knowledge of project management principles, practices, tools, and methodologies, and the ability to independently plan, coordinate, monitor, document, and support projects involving cross-functional teams and multiple stakeholders.
  • Highly proficient in developing complex reports using Excel (pivot tables, lookup formulas, graphs, etc.) with strong attention to detail and accuracy.
  • Knowledge of business process and systems analysis techniques and the ability to gather and analyze information, evaluate alternatives, develop sound conclusions, and recommend improvements to systems, processes, procedures, and policies.
  • Knowledge of Oracle/PeopleSoft HCM modules or equivalent ERP and data warehouse tools (administration and reporting).
  • Knowledge of, and experience with the CSU CHRS PeopleSoft Benefits Administration module.
  • Knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to and management of assigned modules of the HRIS System, to gather information, develop conclusions and make recommendations.
  • Knowledge of policies, procedures, collective bargaining agreements, and applicable regulatory requirements affecting human resources information systems and business processes, and the ability to evaluate their impact on system functionality, business requirements, and technology solutions.
  • Skilled in investigating and analyzing problems with broad administrative impacts and implications.
  • Demonstrated consultative skills in working with internal and external constituent groups.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive and develop strategic solutions.
  • Ability to exercise sound judgment and discretion in handling highly sensitive and confidential information and situations, including information related to personnel matters, collective bargaining, grievances, and labor relations activities.
  • Ability to gather and analyze large data sets, propose and present concise recommendations to large user groups and a variety of stakeholders.
  • Ability to anticipate problems and address them proactively.
  • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
