Public Sector – Infrastructure The (Senior) Investment Manager is part of the Public Programs business unit of Invest International. This business unit is responsible for developing, coordinating, financing and overseeing the implementation of large infrastructural projects in developing countries, working closely together with the private infrastructure sector with a strong focus on climate resilience, water-infra, sustainable manufacturing, healthcare and agri-food. The present portfolio consists of about 100 projects with a total value of around 870 million euros committed in grants and subsidies. The yearly budget of the infrastructure programs for new projects is aimed to grow to about 200 million euros per year. The position The position involves the management and monitoring of existing public infrastructure projects; the development, coordination and follow-up of leads for new projects in developing countries; and the structuring and appraisal of new opportunities toward an engagement and investment decision. Together with the team, the Investment Manager is responsible for: Growing the public infrastructure portfolio in volume and impact and extending the programs in collaboration with other parties to establish the platform role of Invest International. Originating, identifying and assessing new project opportunities in focus sectors and countries and preparing the decision-making for engagement in said opportunities. Developing and structuring new projects – in close collaboration with the counterpart government, companies, other stakeholders and experts within and outside Invest International – towards an investment decision, financial close, implementation phase and beyond. Overseeing the proper implementation of infrastructure projects including guiding procurement processes and actively monitoring contingent liabilities arising from interventions at the country and regional contexts Providing guidance on complex financial, procurement, client relationship, and reputational risk issues in challenging project environments in developing countries. Coaching colleagues on the job through active knowledge sharing and promoting ongoing collaboration. You also work with other teams in the organization including Capital, Risk, ESG, Finance, etc. You have direct contact with clients on projects in the portfolio and, from time to time, might need to travel outside the Netherlands to identify & develop new opportunities and monitor the implementation of ongoing projects on site. The ideal candidate has a curious, proactive, and commercially minded attitude towards infrastructure development, with a strong focus on delivering impactful projects. The candidate combines a results-oriented approach with the ability to identify and develop opportunities in complex environments. Furthermore, the candidate brings the following skills and competencies: At least 6 years of relevant work experience in infrastructure project development, advisory, or programme management, preferably in sectors such as climate resilience, water infrastructure, sustainable manufacturing, healthcare, or agri-food. Experience working in emerging markets with a relevant network in the public and private sector, and with key stakeholders such as development partners and knowledge institutes. Proven ability to contribute to the development and implementation of complex infrastructure projects, including assessing feasibility, stakeholder dynamics, and delivery approaches. Experience with grant-funded projects or public funding instruments is highly relevant. A strong commercial mindset, with the ability to identify opportunities, structure interventions, and drive projects forward in often non-bankable or complex contexts. Solid understanding of project development processes, with a basic affinity for financial and investment considerations, and the ability to collaborate effectively with financial specialists where needed. A master’s degree in business, economics, development studies, or another relevant field. A clear motivation to contribute to impactful international projects, with a strong affinity for Invest International’s mission of addressing global challenges with Dutch solutions. In addition, you: Possess excellent interpersonal and communication skills in English (both written and verbal); additional languages (e.g. French, Arabic, Spanish, or Portuguese) are considered a strong advantage. Experience or sector expertise in one or more areas relevant to Invest International’s strategic focus, such as climate resilience, water infrastructure, sustainable manufacturing, healthcare, agri-food or technology-driven infrastructure solutions, is considered a strong advantage. Are adaptable, hands-on, and solutions-oriented, with the ability to operate effectively in a dynamic and evolving organisation. Work collaboratively and actively contribute to a constructive and positive team environment. Are sensitive to political, cultural, and administrative contexts, and able to navigate diverse stakeholder interests with sound judgement. Demonstrate resilience and ownership in demanding environments, remaining focused on delivery while being open to feedback. Bring strong analytical and problem-solving skills, combined with pragmatism and decisiveness. Take responsibility for high-quality outputs and maintain a strong focus on execution. Have, or are able to quickly develop, a broad understanding of Invest International’s range of instruments and products, in view of the organisation’s evolving role in integrated country-level engagement. Have the required documentation to live and work in the Netherlands (passport or permits). What we offer Depending on the candidate's professional experience, track record and overall fit, the applicable salary scale will be either Level 16 (with a gross monthly salary ranging from €5,443 to €6,463) or Level 17 (with a gross monthly salary ranging from €6,415 to €7,618), excluding holiday allowance and the 13th-month payment, based on a 40-hour workweek. A 12-month contract with the possibility of extension. Contribution free pension plan Public transport business card (1st class), laptop and phone, and a contribution towards a home office.
