The RoleWe are seeking an experienced Senior Labor Compliance Specialist to oversee labor compliance activities, monitor employment practices, assess workforce-related risks, and support adherence to applicable labor legislation and internal policies. The ideal candidate will bring strong expertise in labor law compliance, employment documentation, workforce audits, working conditions, wage and benefits compliance, contractor labor oversight, and regulatory reporting.
This role will focus on establishing effective compliance controls, identifying potential labor violations, maintaining accurate workforce records, and supporting corrective actions across corporate operations and construction projects. The Senior Labor Compliance Specialist will collaborate with Human Resources, Legal, Payroll, Procurement, Project Management, Construction, HSE, Compliance, Consultants, Contractors, Suppliers, and senior leadership to ensure that employment practices are fair, properly documented, and aligned with applicable United Arab Emirates laws and regulations.
Key Responsibilities- Develop, implement, and maintain labor compliance policies, procedures, monitoring frameworks, and internal control standards.
- Monitor compliance with applicable UAE labor legislation, employment regulations, regulatory requirements, and relevant organizational policies.
- Review employment practices to identify potential legal exposure, procedural inconsistencies, and workforce compliance gaps.
- Provide guidance to HR teams and managers on labor compliance requirements, documentation standards, and appropriate escalation procedures.
- Coordinate labor compliance assessments across corporate departments, construction projects, operational sites, and relevant third-party arrangements.
- Develop risk-based labor compliance review plans based on workforce size, operational complexity, project requirements, and identified risk factors.
- Conduct periodic reviews of employment contracts, offer letters, amendments, job descriptions, and other employment-related documentation.
- Verify that employment records are complete, accurate, properly approved, and maintained in accordance with applicable requirements.
- Review employment terms and conditions to identify discrepancies involving working hours, leave entitlements, compensation, benefits, and other employment matters.
- Monitor compliance with applicable wage payment requirements and coordinate with Payroll and HR to investigate discrepancies.
- Support reviews of payroll records, salary payments, approved deductions, overtime calculations, and other employment-related financial records.
- Identify potential wage-related compliance issues and coordinate corrective actions with authorized stakeholders.
- Review working time records, attendance data, overtime approvals, rest periods, and leave administration practices where applicable.
- Assess whether working arrangements comply with relevant employment requirements and approved internal policies.
- Monitor compliance with employment documentation and work authorization requirements in coordination with HR and immigration specialists.
- Track expiration dates and renewal requirements for employment-related permits and other relevant workforce documentation.
- Coordinate with authorized specialists to address documentation gaps that could affect employee eligibility or compliance status.
- Review onboarding and offboarding procedures to confirm that required employment records, acknowledgments, approvals, and closure steps are completed.
- Monitor compliance with applicable procedures for employee transfers, contract amendments, termination, and final settlement administration.
- Support reviews of end-of-service benefits and other employment-related payments in collaboration with HR, Payroll, Finance, and Legal.
- Examine employment termination documentation to verify procedural completeness and appropriate authorization.
- Review employee grievance records, disciplinary procedures, and workplace complaint handling for consistency with approved policies and applicable requirements.
- Identify potential patterns of unfair treatment, inconsistent employment practices, or repeated labor compliance deficiencies.
- Coordinate with Employment Relations and Legal teams on sensitive cases involving potential labor violations or formal employment disputes.
- Support the preparation of responses to authorized labor-related inquiries, inspections, audits, and regulatory requests.
- Maintain accurate records of labor compliance assessments, findings, supporting evidence, corrective actions, and management decisions.
- Coordinate internal labor compliance audits and reviews across relevant business functions and project locations.
- Develop audit checklists, assessment templates, compliance questionnaires, and documentation requirements.
- Examine workforce records and supporting evidence to assess whether established labor controls are operating effectively.
- Document compliance deficiencies clearly, including their potential impact, severity, root causes, and recommended remediation measures.
- Establish and maintain a labor compliance findings register with assigned owners, deadlines, risk ratings, and closure status.
- Monitor corrective and preventive actions to ensure that identified deficiencies are addressed within agreed timelines.
- Escalate significant or repeated compliance failures to the appropriate HR, Legal, Compliance, or senior management representatives.
- Support root-cause analysis to distinguish isolated administrative errors from systemic compliance weaknesses.
- Recommend improvements to policies, procedures, internal controls, and workforce administration practices.
- Coordinate with Procurement and Commercial teams to assess labor compliance risks associated with subcontractors, suppliers, and outsourced service providers.
- Review contractual labor compliance requirements and support the monitoring of third-party obligations.
- Assist with supplier and subcontractor assessments relating to employment documentation, wage practices, working conditions, and workforce management.
- Monitor compliance concerns involving outsourced personnel and project-based labor arrangements within the organization's oversight responsibilities.
- Support the review of subcontractor workforce records and labor-related evidence in accordance with approved contractual and audit procedures.
- Escalate potential third-party labor violations and coordinate appropriate follow-up with Procurement, Legal, and project management teams.
- Promote responsible labor practices throughout the contractor and supplier network.
- Collaborate with Construction and Project Management teams to address labor compliance requirements associated with site mobilization and workforce deployment.
- Review workforce management procedures used at construction sites to identify gaps in employment documentation and labor-related controls.
- Coordinate with HSE teams where working conditions, worker welfare, occupational safety, and labor compliance responsibilities intersect.
- Support assessments of accommodation, transportation, welfare arrangements, and other workforce facilities where relevant to applicable requirements.
- Review workforce welfare concerns and coordinate their referral to the appropriate operational, HR, or compliance specialists.
- Assist in the development and implementation of worker welfare standards and responsible employment practices.
- Monitor compliance with internal standards relating to ethical recruitment, fair treatment, and responsible workforce management.
- Support reviews of recruitment fees, recruitment practices, and third-party labor sourcing arrangements where relevant to organizational policy and legal obligations.
- Identify potential indicators of coercion, exploitation, discriminatory treatment, or other serious labor-related concerns and escalate them through established channels.
- Maintain professional independence and objectivity when reviewing labor practices and assessing potential violations.
