About Bolt
Bolt is shaping a future where cities are built for people, not cars. What started as an ambitious project of a 19-year-old in 2013 has grown into a global mobility platform used by more than 200 million customers and 4.5 million driver and courier partners across 50 countries.
From ride-hailing and food delivery to scooters, e-bikes, and car-sharing, Bolt helps people move through cities every day. Small, autonomous teams drive this work, combining the speed and ownership of a startup with the scale of a global technology company backed by more than €1bn in funding.
And we're just getting started.
Why join Bolt?
Build the future of mobility and help transform how people live and move in cities.
Tackle challenges at scale that span technology, operations, regulation, and growth.
Take real ownership early. Small, lean teams mean your decisions matter from day one, and you'll learn fast alongside some of the best people in the industry.
Join one of Europe's leading technology companies, backed by world-class investors including Sequoia.
About the role
Bolt is building its Employee Relations function from scratch, and this role is how it happens. As Senior Manager, Employee Relations, you'll own our ER strategy globally, making it more commercial, consistent, and legally rigorous across 52 countries. You'll sit in the People team, report to the Director of People Partnering, lead a small ER function, and be the expert the rest of the business turns to on everything from complex cases to employment law change.
This role is based in Tallinn or London.
Main tasks and responsibilities:
Own and rebuild Bolt's ER framework end to end. Audit current processes across jurisdictions, replace overly cautious or inconsistent approaches with ones that are legally sound and commercially sensible, and develop the policies, toolkits, and decision frameworks (including the performance management process) that help managers and People partners resolve issues at the right level.
Lead high-risk and senior ER cases, including matters involving executive-level individuals, legal proceedings, or significant reputational exposure. Advise senior stakeholders on legal risk and commercial trade-offs in plain business language, and support or lead cases that progress to court or tribunal.
Own Bolt's Whistleblowing framework: policy, case intake, investigation oversight, and outcomes reporting. Maintain governance and escalation protocols, including board-level reporting, and make sure the framework is robust and trusted at every level of the organisation.
Monitor employment law across Bolt's markets and lead change implementation, from gap analysis to updated policy, communications, and training. Keep oversight of ER data to surface systemic patterns and early risks before they escalate.
Build ER capability across Bolt. Design and deliver training for the People team and managers, manage, coach, and develop the ER Specialist, and create practical resources that make good ER practice accessible across the business.
About you:
You have deep ER experience in a complex, multi-jurisdictional environment. You've navigated employment law across multiple geographies and can turn legal complexity into clear, business-ready guidance.
You have a proven track record managing sensitive and senior-level cases with discretion and sound judgment, recommending proportionate, defensible outcomes under pressure.
You have a commercial mindset. You understand that good ER serves the business, not just process compliance, and you're credible with senior stakeholders across Legal, Finance, and the wider People function.
You're analytical and comfortable owning ER data. You turn case volumes, trends, and outcomes into insight and recommendations rather than leaving them on a dashboard.
You have experience managing or developing others, and have owned or significantly contributed to a Whistleblowing framework.
