Overview of the Role

An exciting opportunity has arisen to join Security, Policing & Enforcement (SPE) as the Senior Performance, Intelligence & Analysis Manager.

Reporting to the Head of Performance, Planning & Standards, this is a key leadership role responsible for shaping the intelligence, analytical and performance capability that underpins decision-making across SPE. The role provides the evidence, insight and assurance that informs strategic priorities, operational deployment, investment decisions and policy development across London's transport network.

Leading a multidisciplinary team of analytical and performance specialists, the successful candidate will drive intelligence-led and evidence-based approaches to understanding threat, harm, risk and demand. Working at the heart of a complex operational environment, they will ensure leaders have the information and insight required to target resources effectively, improve performance and deliver the greatest benefit for customers and communities.

The role plays a critical part in supporting TfL's enforcement activity and TfL-funded policing initiatives through advanced analytics, performance management, evaluation and research.

Working closely with senior leaders, policing partners and stakeholders across TfL, the postholder will help shape strategic priorities, influence investment decisions and drive continuous improvement across the directorate.

This is a unique opportunity to lead a specialist function operating at the intersection of intelligence, performance, public safety and operational delivery within one of the world's largest and most complex transport networks.

Key Accountabilities

  • Lead SPE's intelligence, analysis, modelling and performance function, providing timely, accurate and actionable insight to support strategic, tactical and operational decision-making.
  • Develop and embed intelligence-led and evidence-based approaches to identify, assess and prioritise risk, threat, harm and demand across the transport network.
  • Provide senior analytical advice and assurance to SPE leaders, ensuring intelligence and performance information drives planning, governance and resource deployment decisions.
  • Oversee the development and application of advanced analytical, modelling, evaluation and research techniques to assess operational effectiveness and demonstrate benefits realisation.
  • Build strong partnerships with policing, enforcement, operational and analytical teams across TfL and external organisations to support collaborative problem solving and performance improvement.
  • Lead, develop and inspire a high-performing team of analytical professionals, ensuring capability, capacity and priorities align with organisational objectives.

Equality, diversity and inclusion

We are committed to equality, diversity and inclusion and aim to reflect the diverse communities we serve. We believe that a diverse workforce enables us to deliver better services and outcomes. Our goal is to make our recruitment as inclusive as possible. As a Disability Confident Leader, we actively encourage applications from disabled people. As part of the Disability Confident scheme, we aim to offer an assessment or interview to candidates who apply via the scheme where the minimum essential criteria for skills, knowledge and experience has been met. In some circumstances, it may not be practical to offer an interview or assessment to every candidate who applies through the scheme and meet the minimum essential criteria; in these situations, we select candidates who best meet the minimum criteria for the job rather than interviewing all who meet them.

Across all recruitment activity, we recognise that selection methods may vary depending on the nature and scale of the campaign and will be applied fairly, consistently and proportionately in line with our Disability Confident commitments.

We also use anonymising software that removes identifying information from CVs and cover letters to make the process fair.
