Overview DecisionPoint Corporation is seeking an experienced Senior Technical Program Manager (TPM) to lead a multi-year enterprise IT modernization, software development, cloud transformation, and sustainment effort supporting a high-visibility Department of Defense (DoD) program. The Senior Technical Program Manager will provide strategic technical leadership and operational oversight across all Task Order activities, including Agile software development, DevSecOps implementation, AWS GovCloud deployment, cybersecurity and RMF compliance, systems integration, UI/UX modernization, data migration, training, and enterprise support services. The TPM will serve as the principal technical liaison to Government stakeholders, guiding architecture, delivery strategy, technical execution, and modernization initiatives while ensuring alignment with contractual requirements and mission objectives. This position is fully remote. Duties & Responsibilities Lead all phases of program execution, including planning, technical delivery, monitoring, and successful completion of contractual and mission objectives. Manage program cost, schedule, risk, quality, and technical performance for a complex, multi-phase, cost-reimbursable contract. Provide leadership to cross-functional teams supporting software engineering, DevSecOps, cloud infrastructure, cybersecurity, data management, training, and help desk operations. Drive enterprise modernization efforts, including cloud adoption, application modernization, systems integration, and digital transformation initiatives. Coordinate with Government stakeholders, support contractors, and technical teams to ensure successful delivery of capabilities and services. Promote Agile and DevSecOps best practices, including sprint planning, backlog prioritization, CI/CD enablement, iterative development, and continuous improvement. Track and report performance metrics, deliverable status, quality objectives, risks, and customer feedback through Monthly Status Reports (MSRs), Technical Status Meetings, and executive briefings. Oversee development and execution of key program deliverables, including the Project Management Plan (PMP), Quality Management Plan (QMP), DevSecOps Plan, Transition Plan, Cybersecurity Documentation, and Go-Live Plan. Ensure compliance with DoD cybersecurity, RMF, cloud security, and software delivery requirements. Champion innovation and continual service improvement across the platform and supporting operational processes. Qualifications Active Secret clearance required. Bachelor's degree in business, management, information systems, computer science, engineering, or another field related to work under this requirement. Minimum of nine (9) years of experience leading technology, software development, cybersecurity, cloud modernization, or enterprise IT programs of similar scope and complexity. Project Management Professional (PMP) or Program Management Professional (PgMP) certification required. Demonstrated experience leading large, cross-functional technical teams responsible for software engineering, cloud infrastructure, cybersecurity, DevSecOps, data management, and IT operations. Strong leadership and stakeholder engagement skills with the ability to communicate complex technical concepts to executive, operational, and technical audiences. Experience managing Agile software delivery efforts, including roadmap planning, release management, backlog prioritization, and iterative development methodologies. Demonstrated success supporting DoD or Federal programs involving enterprise modernization, cloud transformation, cybersecurity compliance, or digital services. Experience managing cost-reimbursable contracts and operating within Federal acquisition environments. Desired Minimum of eight (8) years of experience leading transformative IT/DevSecOps initiatives and championing end-to-end modern iterative software development solutions. Experience designing, implementing, or overseeing DevSecOps pipelines, automated testing, CI/CD processes, and secure software delivery practices. Experience deploying and managing solutions within AWS GovCloud or comparable secure cloud environments. Experience developing and standardizing business rules, workflows, and operational processes across interagency or intra-agency systems. Experience supporting enterprise application modernization, cloud migration, system integration, and digital transformation initiatives. Familiarity with DoD cybersecurity requirements, Risk Management Framework (RMF), Zero Trust principles, and secure cloud operations. Possess one or more of the following certifications: EC-Council Certified Chief Information Security Officer (C|CISO) SANS Global Security Leadership Certification (GSLC) ISC2 Certified Information Systems Security Professional (CISSP) ISACA Certified Information Systems Manager (CISM) CompTIA Advanced Security Practitioner (CASP+) Preferred Certifications SAFe Program Consultant (SPC), SAFe Agilist (SA), Certified Scrum Professional (CSP), Certified Scrum Master (CSM), or equivalent Agile certification. AWS Certified Solutions Architect, AWS Security Specialty, AWS Advanced Networking, or equivalent cloud certification. ITIL v4 Foundation, Managing Professional, or Strategic Leader certification.
