Position Summary
Prometheus Federal Services (PFS) is a trusted partner to federal health agencies. We are seeking a Senior Healthcare Program Implementation Manager with extensive experience leading public health and health care initiatives in support of the Department of Veterans Affairs (VA). This role requires demonstrated leadership on high-impact projects centered on preeminent health concerns, including suicide prevention, mental health, women's health, Veteran and Service member health, and rural health. Candidates should bring subject matter expertise in areas such as research, program evaluation and measurement, program management, and technical assistance in support of the Department of Veterans Affairs (VA), preferably within the Veterans Health Administration (VHA).

Essential Duties and Responsibilities

  • Serves as a subject matter expert supporting VHA Office of Suicide Prevention (OSP) field operations, elevated risk care management, and interagency suicide prevention initiatives.
  • Provides program management and research/evaluation leadership for suicide prevention program activities, including literature synthesis and developing performance measurement frameworks with key performance indicators aligned with VA's National Strategy for Veteran Suicide Prevention.
  • Provides strategic advisory support to transition suicide prevention programming from a medical model to a public health approach to care.
  • Develops public health communications and educational materials and leads executive leadership presentations to support program initiatives.
  • Provides executive oversight and subject-matter expertise for telehealth-based elevated-risk care initiatives.
  • Contributes to Veteran health business development opportunities and maintains close relationships with strategic partners.
  • Directs and mentors a team of mid-career professionals, fostering leadership and professional growth.

Minimum Qualifications

  • Master's degree in Public Health, Epidemiology, or related field is required
  • 14+ years of relevant experience in public health, health services research, or program evaluation, including direct support to federal health agencies (e.g., VA/VHA, DoD/DHA, HHS/CDC)
  • Demonstrated experience supporting suicide prevention programs, including field operations, evaluation, and interagency coordination.
  • Demonstrated expertise in program evaluation and performance measurement framework development, including KPI development and executive dashboards.
  • Experience with qualitative and quantitative data collection and analysis methods.
  • Strong change management experience, including stakeholder facilitation with senior leaders.
  • Strong written and verbal communication skills, including experience developing public health communications materials and briefing senior government leadership.
  • Authorized to work in the U.S. indefinitely without sponsorship
  • Ability to obtain a public trust clearance.

Preferred Qualification

  • Doctor of Public Health (DrPH) degree.
  • Prosci Certified Change Management Professional.
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma (LSS) Yellow Belt certification.
  • Experience translating research findings into peer-reviewed publications.

The posted salary range represents PFS's good-faith estimate for this role. Actual compensation offered will be determined by a combination of factors, including but not limited to: the candidate's education, knowledge, skills, competencies, and experience; internal equity; geographic location; and contract and organizational requirements. PFS is committed to fair, consistent, and equitable compensation practices across the organization, and offers are calibrated to maintain internal pay equity while remaining competitive in the external market.

Salary Range: $116,971 - $152,063
