Senior Program Manager (Business Architect)
The Senior Program Manager (Business Architect) will lead the development and delivery of interoperability and Electronic Health Record (EHR) strategies that support Cigna’s business, clinical, and regulatory objectives. This role connects strategy, governance, business architecture, and execution—from evaluating opportunities and defining capabilities through business case development, prioritization, implementation, and value realization. The role will collaborate across business, clinical, technology, product, and delivery teams to enable secure, bi-directional payer-provider data exchange, optimize EHR platforms, improve workflows, and translate approved initiatives into measurable outcomes.
Strategic, Governance & Delivery Responsibilities:
- Define the strategic intent, scope, target outcomes, risks, benefits, and product or capability strategy in partnership with business, clinical, product, and technology stakeholders.
- Assess current-state capabilities, workflows, systems, and operating models; identify gaps; and define the future-state business capabilities.
- Lead cross-functional impact assessments and apply consistent evaluation criteria—including clinical and business value, regulatory requirements, feasibility, risk, dependencies, and organizational capacity—to prioritize opportunities against the existing portfolio and roadmap.
- Develop lean business cases that articulate strategic alignment, expected value, costs, operational impacts, dependencies, risks, implementation considerations, and measures of success.
- Translate opportunities into actionable plans with clear sponsorship, funding, requirements, delivery milestones, and success measures.
- Lead the integration, implementation, and optimization of Epic Payer Platform and other EHR and interoperability capabilities that enable secure, reliable, and bi-directional data exchange between payer and provider.
- Partner across business, clinical, product, technology, and delivery teams to improve end-to-end workflows and ensure solutions align with data privacy, security, regulatory, and enterprise architecture standards.
- Develop implementation, market readiness, and adoption strategies that help teams successfully use new capabilities.
- Provide end-to-end oversight from solution design through operational adoption by guiding decisions, managing dependencies and escalations, and resolving delivery risks.
- Maintain visibility into the interoperability initiatives and communicate priorities, decisions, progress, risks, and project synergies to stakeholders and leadership.
Required Qualifications
- Six or more years of experience in program management, business architecture, product strategy, business analysis, healthcare technology, or a related field.
- Strong business acumen and the ability to quickly learn business, clinical, regulatory, and technology domains.
- Demonstrated ability to lead through influence, build alignment across diverse stakeholders, and make progress through ambiguity and change.
- Strong analytical, problem-solving, facilitation, presentation, and executive communication skills.
- Proficiency with Microsoft Office.
- Ability to travel up to 10%.
Preferred Qualifications
- Bachelor's degree; an advanced degree such as an MBA, MHA, or MPH is a plus.
- Experience in a healthcare payer, provider, or healthcare technology organization.
- Experience with EHR platforms such as Epic, Oracle Health/Cerner, or athenahealth.
- Experience with process modeling tools such as IBM Blueworks Live or Microsoft Visio.
- Agile or project management certification.
