Laberge Group, a 60+ year fixture in New York State municipal engineering, is now part of Artheon and the Trilon Group. That combination pairs deep local relationships across the Capital District, Adirondack Region, and municipal clients statewide with the resources of a national engineering platform. We're looking for a Senior Program Manager to lead our municipal water and wastewater practice here in Albany, both in project delivery and in growing the client base across the region.
This is not a satellite role reporting into an out-of-state office. You'll be running local programs for local clients, with the backing of a firm investing directly in this market.

Responsibilities
- Lead and manage a portfolio of municipal water and wastewater programs across the Capital District and greater NYS
- Serve as the senior technical and client contact on multi-year capital improvement programs
- Oversee engineering reports, design calculations, specifications, and cost estimates for water supply, treatment and distribution and for wastewater treatment and collection projects
- Coordinate compliance with NYSDOH, DEC, and EFC requirements, along with grant and funding programs such as GIGP, DWSRF, CDBG, and USDA
- Supervise, mentor, and develop a team of project managers, engineers, and design staff
- Lead proposal development and represent the firm with municipal clients, industry organizations, and prospective clients across the region
- Grow the local water/wastewater client base by turning existing relationships into new project work and helping win new clients
- Manage program-level budgets, schedules, and contracts, including construction administration
Qualifications
- B.S. in Civil or Environmental Engineering
- Professional Engineer (PE) license in New York State
- 13-15+ years of experience in municipal water and wastewater engineering, with direct project management responsibility
- A demonstrated track record of expanding client relationships into new project work
- Established relationships with municipal clients in the Capital District or broader upstate NY market
- Working knowledge of water and wastewater system regulations, grant programs, and NYS municipal procurement requirements
- Ability to lead client meetings, public presentations, and proposal efforts
