Job Description Senior Programmer Analyst – .NET / MVC Client: Service New Brunswick (SNB) – Business Application Services Department/Project: Post-Secondary Education, Training and Labour (PETL) – Student Financial Services (SFS) Location: Fredericton, New Brunswick – Remote acceptable; onsite may be required Start Date: September 28, 2026 or later Duration: Up to 250 business days, with potential extension Workday: 7.25 hours/day Position: Senior Programmer Analyst (PA3) Position Overview Service New Brunswick is seeking a Senior Programmer Analyst to support the modernization, development, integration, and ongoing enhancement of the Student Financial Services (SFS) application within the Student Financial Services Branch of PETL. The successful candidate will work as a senior developer within an Agile team, contributing to the design and development of secure, scalable, performant, and maintainable ASP.NET Core MVC applications. The role involves developing public-facing functionality, integrating with existing internal SFS applications, implementing secure identity-management capabilities, developing REST APIs, supporting database development, and contributing to responsive user-interface design. The resource will work closely with business stakeholders, subject matter experts, developers, project management, and SNB technical teams to translate business and technical requirements into robust software solutions. Key Responsibilities Participate in the analysis, design, development, integration, configuration, testing, and implementation of enhancements to the Student Financial Services solution. Design and develop secure, scalable, maintainable, and performant applications using .NET / ASP.NET Core and MVC . Translate User Stories, functional requirements, technical specifications, and solution architecture into effective software designs and implementation plans. Develop and maintain secure applications addressing data confidentiality and client privacy requirements. Design and implement Identity Management and authentication/authorization solutions. Develop and consume REST-based APIs and integrate application components across the technology stack. Develop database solutions using Microsoft SQL Server , including scripts, stored procedures, queries, triggers, and database-related functionality. Develop modern and responsive user interfaces using JavaScript, jQuery, HTML, CSS , and appropriate front-end frameworks. Apply responsive UI design principles and contribute to user-interface and user-experience design activities. Work with user interface design systems and established UI standards to deliver consistent user experiences. Develop and support multilingual software functionality , where applicable. Participate actively in an Agile development environment , including Scrum ceremonies, sprint planning, backlog refinement, stand-ups, reviews, and retrospectives. Conduct and participate in code reviews , ensuring adherence to established coding standards, security practices, architecture principles, and software-development best practices. Use Azure DevOps , including development environments, source control, build/release processes, and CI/CD pipelines. Analyze application defects, bugs, and change requests and recommend appropriate technical solutions. Implement approved fixes and enhancements across the appropriate layers of the application, including UI, application, API, and database components. Develop automated unit tests and support QA/testing activities. Investigate and implement application performance improvements . Create and maintain technical documentation in accordance with applicable standards. Participate in team meetings and scrums to communicate progress, technical issues, risks, dependencies, and proposed solutions. Provide technical guidance, mentoring, and knowledge transfer to other developers and team members. Ensure application development activities comply with applicable security, privacy, confidentiality, and Government of New Brunswick standards . Requirements Mandatory Qualifications Candidates must clearly demonstrate the following: Excellent English verbal and written communication skills. Bachelor's degree in Computer Science or a related discipline , or an equivalent combination of education and experience. 8+ years of programming and design experience with .NET and MVC. 1+ year of programming and design experience with Identity Management solutions. 4+ years of experience writing scripts and stored procedures using Microsoft SQL Server. Ideal Candidate Profile The ideal candidate will be a Senior .NET / ASP.NET Core Developer or Senior Programmer Analyst with extensive experience delivering secure public-facing applications and enterprise systems. The candidate should be particularly strong in ASP.NET Core MVC, C#, SQL Server, REST APIs, Identity Management, Azure DevOps, JavaScript/jQuery, responsive UI development, Agile/Scrum, and secure application development . Experience within the Canadian Public Sector , particularly with government applications involving sensitive client information, privacy, security, multilingual functionality, and citizen-facing services, will be highly advantageous.
