Ignite Digital is seeking a Senior Project Controls Analyst to provide headquarters-level Earned Value Management (EVM), cost, schedule, and program controls support for a federal government client. The ideal candidate is an experienced project controls professional with a strong background supporting the U.S. Navy, Department of Defense (DoD), or other complex federal programs, with demonstrated expertise integrating cost, schedule, performance, and risk data for decision-making.
Scope of Responsibilities
- Serve as a senior EVM and project controls subject matter expert supporting headquarters, program office, and portfolio-level requirements.
- Analyze program cost, schedule, performance, and risk to identify trends and emerging issues.
- Review contractor IPMDAR, IPMR, IMS, and other performance data for program health and compliance.
- Analyze EVM metrics including BCWS/PV, BCWP/EV, ACWP/AC, CPI, SPI, TCPI, EAC, ETC, and VAC.
- Evaluate cost and schedule variances, contractor explanations, corrective actions, and recovery plans.
- Develop independent assessments, forecasts, and recommendations for leadership.
- Support IBRs, baseline establishment, BCRs, replanning, rebaselining, contract modifications, and surveillance activities.
- Maintain up‑to‑date knowledge of FAR, DFARS, DoD EVM policy, acquisition guidance, and program management requirements.
- Coordinate across program managers, analysts, cost estimators, schedulers, technical leads, CAMs, contracting personnel, and industry partners.
- Integrate cost, schedule, technical, and historical performance data to identify and quantify risks.
- Conduct quantitative risk and scenario analyses.
- Prepare and deliver executive‑level briefings on program cost, schedule, risk, and performance.
- Provide recommendations to assist leadership with resource allocation, budgeting, contracting, and execution decisions.
- Develop standardized project controls processes, templates, and methodologies.
- Identify opportunities to automate data collection, reporting, forecasting, and analysis.
Required Qualifications
- Bachelor’s degree in Business, Finance, Accounting, Economics, Engineering, Mathematics, Data Analytics, Project Management, or related field.
- 10+ years of relevant experience in project controls, EVM, financial analysis, cost estimating, scheduling, or related disciplines.
- Experience supporting complex DoD or federal government programs.
- Advanced knowledge of EVM principles, EVMS requirements, forecasting, and variance analysis.
- Experience analyzing IPMDAR, IPMR, IMS, or similar reporting.
- Experience with scheduling tools such as Primavera P6 or Microsoft Project.
- Experience with EVM/cost tools such as Deltek COBRA or IBM Cognos.
- Advanced proficiency in Microsoft Excel and experience working with large datasets.
- Demonstrated ability to present performance analysis and recommendations to leadership.
- Excellent written and verbal communication skills.
- Active DoD Secret Clearance.
Desired Qualifications
- Significant experience providing project controls, cost analysis, scheduling, or program performance support within the DoD, U.S. Navy, or federal government.
- Experience serving as a senior EVM, program controls, or cost/schedule subject matter expert supporting complex acquisition programs.
- Strong understanding of the relationship between cost, schedule, technical performance, risk, and program execution.
- Experience supporting IBRs, BCRs, rebaselines, replans, contract modifications, and EVM surveillance or audit activities.
- Experience evaluating contractor variance explanations, forecasts, recovery plans, and schedule performance.
- Experience supporting government acquisition programs and interacting with Program Managers, CAMs, engineers, contracting personnel, financial managers, and senior leadership.
- Experience developing cost estimates, forecasts, scenario analyses, and quantitative risk assessments.
- Ability to translate complex cost, schedule, and EVM information into concise, actionable recommendations for senior and executive-level audiences.
- Demonstrated ability to lead or mentor project controls, EVM, scheduling, or cost analysis personnel.
- Strong analytical and problem-solving skills with the ability to identify trends and anomalies across large datasets.
- Direct experience supporting NAVWAR, NAVSEA, or other U.S. Navy acquisition PEOs/PMOs.
- Experience providing headquarters or portfolio-level EVM oversight across multiple programs or contracts.
- Advanced experience with Deltek COBRA, Primavera P6, Microsoft Project, IBM Cognos, SAP, Oracle, or similar project controls and enterprise financial systems.
- Experience developing or evaluating Independent Government Cost Estimates (IGCEs), cost models, and acquisition cost estimates.
- Familiarity with DoD acquisition policy, FAR/DFARS requirements, EVMS guidelines, and government program oversight processes.
- Experience supporting DCMA, GAO, or other external program reviews, audits, or surveillance activities.
- Experience developing and implementing standardized EVM and project controls policies, procedures, and reporting frameworks across an organization or portfolio.
Salary: 160k+ to align with education and experience.
