Job Description Job Description – Senior Project Manager III (NBCN Lung & Cervical HPV Screening Project) Client: Service New Brunswick (SNB) – Provincial Health Application Services (PHAS) Project: NBCN Lung & Cervical HPV Screening Project Position: Senior Project Manager III Location: Remote within Canada (Preferred) / Fredericton, New Brunswick (Onsite Optional) Engagement: Full-Time Contract (12 Months) Start Date: August 24, 2026 End Date: August 20, 2027 Extension: Two (2) optional extensions of 130 days each About the Opportunity Service New Brunswick (SNB), on behalf of the Department of Health's Provincial Health Application Services (PHAS), is seeking an experienced Senior Project Manager III to lead the implementation of the New Brunswick Cancer Network (NBCN) Lung and Cervical HPV Screening Project . The Provincial Health Application Services Branch is responsible for the delivery, maintenance, enhancement, optimization, and support of healthcare applications across New Brunswick. As part of the Department of Health's modernization strategy, the successful consultant will oversee the implementation of modern digital solutions supporting the launch of the Lung and Cervical Human Papillomavirus (HPV) Screening Programs , replacing legacy cancer screening systems with secure, scalable, and integrated healthcare technology. This is a senior leadership opportunity requiring extensive public-sector healthcare project management experience, stakeholder engagement, governance, risk management, and digital transformation expertise. Key Responsibilities The successful candidate will be responsible for: Providing overall leadership and governance for large-scale healthcare technology initiatives. Managing project scope, schedule, budget, quality, resources, and deliverables. Developing and maintaining detailed project plans. Managing project timelines, milestones, and resource allocations. Preparing and presenting project status reports to executive leadership. Leading communication planning and stakeholder engagement activities. Coordinating internal teams, vendors, and business stakeholders. Managing project risks, issues, dependencies, assumptions, and change requests. Monitoring project budgets and financial performance. Facilitating Steering Committee meetings and executive briefings. Leading cross-functional project teams throughout the project lifecycle. Ensuring successful implementation and transition into operations. Working within the SNB Project Management Framework. Supporting additional strategic initiatives as assigned. Requirements Mandatory Requirements (M1–M6) Applicants must clearly demonstrate all of the following mandatory qualifications: M1 Bachelor's or University Degree in: Computer Science Information Technology Business Administration Health Informatics Health Sciences or a closely related discipline. Equivalent combinations of education and experience may also be considered. M2 Minimum 10 years of demonstrated experience in IT Project Management , managing complex enterprise technology initiatives. M3 Minimum 2 years of demonstrated experience as a Senior Project Manager delivering Digital Health projects within the Public Sector in New Brunswick, Canada . M4 Excellent verbal and written communication skills in English. M5 Availability to commence work on August 24, 2026 . Scored Requirements (S1–S11) Candidates with experience in the following areas will be highly preferred: S1 Minimum 5+ years successfully managing large, complex enterprise projects that: Cross multiple business units Involve multiple organizations Include numerous project participants Span extended project durations Combine business transformation and technical implementation S2 Minimum 5+ years of experience in: Communication planning Stakeholder engagement Executive presentations Project coordination Internal and external communications S3 Minimum 5+ years managing: Risk Management Issue Management Change Control Project Implementation Transition to Operations S4 Minimum 5+ years leading cross-functional project teams consisting of: Software Developers Solution Architects Business Analysts Subject Matter Experts Technical Leads Business Stakeholders S5 Minimum 5+ years analyzing: Project schedules Budgets Performance metrics Resource utilization Project health indicators while making data-driven project decisions. S6 Minimum 2+ years working with Agile delivery methodologies including: Scrum Kanban S7 Minimum 2+ years collaborating with Government of New Brunswick (GNB) executive leadership by providing: Executive briefings Project insights Risk assessments Governance reporting Decision support documentation S8 Minimum 2+ years of experience implementing enterprise solutions using: Salesforce Health Cloud S9 Minimum 2+ years of Project Management experience supporting: Provincial Cancer Screening Programs OR Public Sector Health Programs within a Canadian jurisdiction S10 Minimum 2+ years of demonstrated knowledge of privacy and security legislation related to Personal Health Information, including: PHIPA (Personal Health Information Protection Act) Provincial healthcare privacy and security practices S11 Recognized Project Management certification such as: PMP (Project Management Professional) PRINCE2 Practitioner Certified ScrumMaster (CSM) PMI-ACP Equivalent recognized Project Management certification Required Technical & Professional Skills Candidates should possess strong expertise in: Project Management Enterprise Project Management Project Planning Project Scheduling Budget Management Resource Management Scope Management Cost Management Project Governance Portfolio Reporting Steering Committee Facilitation Risk & Delivery Risk Management Issue Management Change Management Dependency Management Transition Management Quality Assurance Oversight Vendor Management Healthcare & Digital Health Digital Health Programs Healthcare Information Systems Cancer Screening Programs Population Health Initiatives Public Health Technologies Health Information Privacy Salesforce Salesforce Health Cloud Healthcare CRM implementations Health Cloud project delivery Agile & Delivery Methodologies Agile Scrum Kanban Hybrid Project Delivery SDLC Waterfall Reporting & Governance Executive Reporting KPI Reporting Dashboard Reporting Project Metrics Financial Tracking Communication Executive Presentations Stakeholder Management Vendor Coordination Cross-functional Leadership Facilitation Negotiation Preferred Qualifications Preference will be given to candidates with experience in: Government of New Brunswick (GNB) Service New Brunswick (SNB) Provincial Health Application Services (PHAS) Department of Health projects Cancer Screening modernization initiatives Enterprise Digital Transformation Public Sector Healthcare implementations Work Location Remote within Canada Optional onsite work in Fredericton, New Brunswick Occasional travel may be required based on project needs.
