Brown & Brown is seeking a Senior Proposal Leader to join our growing team!
The Senior Proposal Leader leads the strategy, project management, development, and delivery of complex, high-value RFPs, RFIs, proposals, and finalist pursuits across Brown & Brown Retail. Operating as a senior pursuit partner, this role translates client priorities, evaluation criteria, competitive positioning, and internal capabilities into clear, compelling, customer-focused responses.
The Senior Proposal Leader owns assigned pursuits from kickoff through submission and closeout, orchestrating producers, Subject Matter Specialists (SMSs), Marketing/Design, Legal, Risk Management, and other contributors. The role provides senior-level quality oversight, supports proposal governance and content improvement, and serves as a coach and escalation resource for Proposal Managers and RFP team members. It bridges hands-on proposal execution and team leadership without duplicating the strategic governance and people-management accountability of the Senior Director.
How You Will Contribute:
Proposal Strategy & Pursuit Leadership
- Lead end-to-end development of complex, high-value and strategically important RFP, RFI, proposal, and finalist pursuits.
- Analyze solicitation requirements, customer priorities, evaluation criteria, competitive dynamics, and business objectives to shape the pursuit strategy.
- Develop win themes, value propositions, executive summaries, response strategies, and differentiated customer-focused messaging.
- Facilitate proposal kickoffs, strategy sessions, review meetings, and finalist preparation with clear ownership, milestones, and decision points.
- Advise producers and senior stakeholders on proposal approach, response structure, positioning, and areas requiring executive or specialist input.
- Integrate benchmarking, claims, financial, operational, service, and other supporting data into persuasive proposal narratives.
Project Management & Delivery
- Own the proposal workplan from intake and kickoff through drafting, review, approval, submission, and closeout.
- Manage multiple concurrent pursuits with competing deadlines while maintaining quality, responsiveness, and on-time delivery.
- Coordinate assignments, dependencies, reviews, approvals, and stakeholder contributions using established proposal workflows and tools.
- Proactively identify delivery risks, resource constraints, content gaps, and decision bottlenecks; escalate appropriately and recommend solutions.
- Maintain disciplined project records, status updates, and closeout information to support reporting, lessons learned, and future reuse.
- Support tier-based service delivery, applying the appropriate level of strategy, customization, design, governance, and review to each pursuit.
Cross-Functional & Executive Collaboration
- Serve as the central proposal partner across producers, SMSs, business leaders, Marketing/Design, Legal, Risk Management, and other contributors.
- Build accountability across pursuit teams by setting clear expectations, deadlines, review responsibilities, and approval requirements.
- Translate technical and specialist input into concise, accessible, customer-centric content while preserving accuracy and compliance.
- Support high-value finalist presentations, including story flow, presentation strategy, content development, speaker preparation, and rehearsal coordination.
- Develop strong working relationships across Employee Benefits, Property & Casualty, and Personal Lines while recognizing line-of-business nuances.
Quality, Governance & Content
- Perform senior-level reviews for responsiveness, strategic alignment, writing quality, consistency, brand standards, and compliance before submission.
- Use and help govern Loopio and other proposal-management tools, ensuring disciplined project setup, response mapping, content use, and closeout.
- Identify reusable content, proof points, differentiators, and lessons learned for incorporation into the centralized content library.
- Partner with content owners and Marketing/Design to improve templates, boilerplate, response frameworks, team materials, and proposal resources.
- Support peer-review standards and quality-control practices that create a consistent Brown & Brown voice while allowing appropriate customization.
Team Leadership, Coaching & Capability Building
- Act as a senior resource and day-to-day coach for Proposal Managers, RFP Specialists/Writers, and other proposal teammates.
- Mentor team members in project management, pursuit strategy, writing, stakeholder management, proposal technology, and business-development best practices.
- Support onboarding and training of new proposal teammates and contribute to playbooks, templates, checklists, and learning resources.
- Provide peer review, constructive feedback, and practical guidance on complex or challenging pursuits.
- Support workload visibility and resource planning by identifying capacity concerns and helping the Senior Director prioritize work.
- Lead or support special projects and workstreams that improve proposal effectiveness, scalability, and team capability.
Continuous Improvement & Innovation
- Participate in post-submission reviews, debriefs, and lessons-learned activities; translate findings into practical process or content improvements.
- Use proposal metrics, win/loss insights, stakeholder feedback, and operational data to identify opportunities to improve performance.
- Champion effective use of proposal technology, Microsoft 365, workflow tools, AI-enabled capabilities, and automation within approved governance standards.
- Monitor proposal best practices, market trends, and emerging tools that may improve quality, efficiency, collaboration, or client experience.
Skills & Experience to be Successful:
- 7+ years of experience in proposal management, RFP/RFI development, pursuit strategy, business-development support, or a related field, including experience leading complex or high-value pursuits.
- Demonstrated experience owning proposals end-to-end and coordinating multidisciplinary contributors under tight deadlines.
- Exceptional writing, editing, facilitation, communication, and stakeholder-management skills.
- Demonstrated experience mentoring, coaching, onboarding, or providing senior-level guidance to proposal professionals.
- Strong project-management, prioritization, resource-planning, and organizational capabilities.
- Experience with proposal/content-management platforms and Microsoft 365; ability to quickly adopt workflow, CRM, collaboration, and AI-enabled tools.
- Bachelor’s degree in Business, Communications, Marketing, English, or a related field, or equivalent relevant experience.

- Experience with Loopio, SharePoint, Salesforce or CRM platforms, and structured workflow/project-management tools.
- Experience supporting finalist presentations, public-sector or formal procurement responses, and compliance-heavy pursuits.
- APMP certification or other relevant proposal/project-management certification.
- Experience contributing to content governance, reusable libraries, proposal templates, process design, reporting, or technology adoption.
