CCI Inc. is seeking a highly motivated and well-connected Senior Reclamation & Remediation Specialist to support the growth of our Environmental Services practice in British Columbia. The successful candidate will combine technical leadership, project oversight, regulatory expertise, client relationship management, and strategic business development, with particular strength in contaminated sites, regulatory closure, and dormant pipeline programs.

Working with clients, regulators, Indigenous communities, landowners, contractors, and multidisciplinary internal teams, this individual will help clients address complex reclamation, remediation, closure, and environmental liability challenges.

Business Development & Client Relationships

• Leverage established British Columbia industry relationships to identify, pursue, and secure reclamation and remediation opportunities.
• Develop trusted relationships with clients, regulators, Indigenous communities, landowners, contractors, and industry partners.
• Lead client engagement, proposals, estimates, scopes, presentations, account development, and pursuit strategy.
• Identify emerging market opportunities and contribute to strategic growth planning.
• Prepare, review, and contribute to proposals, cost estimates, scopes of work, and pursuit strategies.
• Represent CCI at industry conferences, networking events, and stakeholder meetings.
• Build effective relationships with regulators, Indigenous communities, landowners, contractors, and industry partners.

Technical Leadership

• Provide senior technical leadership from project initiation through regulatory closure.
• Lead planning, execution, reporting, and submissions for preliminary site investigations; contaminated site investigations; remediation programs; reclamation assessments; detailed site assessments; applicable closure instrument or Certificate of Restoration; liability management and closure programs; and environmental due diligence.
• Ensure technical work meets applicable regulatory requirements, professional practice obligations, client expectations, and CCI quality standards.
• Support quality assurance, quality control, technical standards, and continuous improvement.
• Review, approve, authenticate, and provide professional sign-off on technical reports and regulatory submissions within the candidate’s authorized scope of practice.
• Provide professional leadership, i.e., CSAP or other professional designation, for contaminated-sites investigations, remediation planning, risk assessment, instruments of compliance, and regulatory closure submissions.
• Maintain quality assurance, quality control, technical standards, and defensible documentation.

Dormant Pipelines & Regulatory Closure

• Lead or support dormant pipeline and site compliance programs under B.C. Reg. 112/2019, including classification, annual work plans and reports, engagement and notification, decommissioning, assessment, remediation, restoration, liability reduction planning, pipeline deactivation timelines, invasive plant compliance records, and evidence retention.
• Coordinate environmental requirements with pipeline deactivation, reactivation, abandonment, integrity management, restoration, applicable permit conditions, and qualified professional inputs.
• Develop portfolio controls that assign owners, track regulatory deadlines, retain evidence, identify risk, and support BCER-facing deliverables.

Project Management

• Manage project scope, schedule, budget, resources, deliverables, risk, and client expectations.
• Coordinate multidisciplinary teams that may include environmental scientists, agrologists, engineers, geoscientists, biologists, GIS specialists, archaeologists, and regulatory advisors.
• Monitor project performance, utilization, forecasting, and profitability.
• Support contract administration, change management, invoicing, and project reporting.
• Ensure projects are delivered safely, efficiently, and to a high standard of quality.

Regulatory & Strategic Advisory

• Provide senior guidance on British Columbia reclamation and remediation regulations, standards, and industry practices.
• Advise clients on liability management, site closure, regulatory compliance, remediation strategy, and reclamation regulatory certification.
• Prepare and oversee regulatory submissions and stakeholder communications.
• Maintain awareness of evolving regulatory requirements, government policy, and industry trends.
• Support audits, compliance reviews, environmental liability evaluations, and due diligence assessments.

Mentorship & Leadership

• Mentor, coach, and develop junior and intermediate environmental professionals.
• Contribute to staff development, technical capability building, and succession planning.
• Promote a culture of safety, technical excellence, collaboration, accountability, and continuous improvement.
• Provide leadership in the development of procedures, technical standards, and best practices.

Required Qualifications

• Bachelor’s degree in Environmental Science, Environmental Engineering, Agrology, Biology, Geology, or a related discipline.
• Professional designation in good standing, such as P.Ag., P.Geo., P.Eng., RPBio, or an equivalent designation recognized in British Columbia.
• Professional designation and scope of practice that permit independent professional sign-off and authentication of applicable technical reports and regulatory submissions in British Columbia.
• Demonstrated experience preparing, reviewing, authenticating, and signing environmental reports, remediation reports, closure deliverables, and regulatory submissions.
• Minimum 10 years of progressive reclamation and remediation experience in British Columbia.
• Demonstrated working knowledge of the Energy Resource Activities Act, Dormancy and Shutdown Regulation (B.C. Reg. 112/2019), Pipeline Regulation (B.C. Reg. 281/2010), Environmental Management Act, Contaminated Sites Regulation, applicable BCER manuals and guidance, and relevant professional practice requirements.
• Experience interpreting and applying dormant pipeline requirements, including regulatory status, classification and planning, shutdown activities, deadlines, evidence, engagement, notifications, and BCER-facing deliverables.
• Established British Columbia industry and client contacts, with proven business development, proposal, and client relationship experience.
• Excellent communication, technical writing, negotiation, and presentation skills.
• Valid Class 5 Driver’s Licence and willingness to travel.

Preferred Qualifications

• 15 or more years of British Columbia reclamation and remediation consulting experience.
• Active Contaminated Sites Approved Professional (CSAP) designation.
• Candidates must maintain their CSAP designation in good standing and demonstrate experience applying the Contaminated Sites Regulation, preparing and reviewing contaminated-sites investigations, remediation plans, risk assessments, instruments of compliance, and regulatory closure submissions in British Columbia.
• Existing client relationships in upstream oil and gas, midstream, mining, industrial, utilities, municipal, infrastructure, or government sectors.
• Experience delivering BCER-regulated dormant pipeline, dormant site, orphan site, or liability reduction work programs.
• Practical northern British Columbia experience, including remote logistics, seasonal constraints, landowner and Indigenous engagement, and multidisciplinary closure execution.
• PMP certification and experience with due diligence, acquisitions, divestitures, or asset retirement obligations.
