Koniag Emerging Technologies LLC (KET) is seeking a highly qualified and experienced Senior Security Specialist and Subject Matter Expert to serve as the Senior Security Support Lead in direct support for a Federal agency’s Headquarters Security Officer (HSO) Program.
The Sr. Security Specialist will serve as the senior contractor subject matter expert on all matters relating to physical security, personnel security, information security, and organizational security compliance. This individual will function as the primary contractor point of contact for day-to-day security program coordination, interfacing directly with the OCIO HSO, Alternate HSOs, agency representatives, and HQ Security Operations. The Sr. Security Specialist will also provide senior guidance, oversight, and mentorship to two (2) junior security support staff assigned to the task.
This is a high-visibility, senior-level position requiring exceptional judgment, discretion, organizational acumen, and a deep working knowledge of security directives, policies, and procedures, including the Headquarters Facility Master Security Plan (HQFMSP).
Essential Functions, Responsibilities & Duties may include, but are not limited to:
- Serve as ALT HSO Support Senior Lead Manager and HSO Representative for the Contractor Security Program.
- Serve as the primary POC to receive, review and evaluate security request paperwork completed by Applicants and submitted by Industry Facility Security Officers (FSO) for Personal Identity Verification (PIV) for accuracy and completeness in compliance with the Homeland Security Presidential Directive-12
- Serve as the primary POC for facilitating distribution of written notifications from Badge Office to Industry Security
- Coordinate and manage the submission in CATS Portal/Clearance Action Request (eCAR) systems of sponsored clearance (Personnel Security) and PIV (HSPD-12) actions
- Ensure timeliness and completeness of security requests through all processing and notification stages
- Review GSA USACCESS Sponsorship records of contractor resources and ensure actions required are taken by the Contractor as facilitated by their FSO
- Creation and maintenance FDAR and Contract Security Classification Specification (CSCS) (DD254 equivalent)
- Monitoring Prime Contractor and Subcontractor’s Workplace Substance Abuse Program plan in compliance with 10CFR707
- Ensuring contractor staff view and document completion of the Annual Security Refresher Briefing
- Ensuring the proper documentation and disposition of personnel security related training records; manage all actions related to security clearance changes (upgrades/downgrades/transfer of clearances)
- Administrate Onboarding and Off-boarding requirements to Industry FSO’s including the return of issued credentials
- At minimum, annually review the ongoing need for retaining security clearances
- Prepare and submit reinvestigations and the update of personnel clearance records
- Ensure clearance holders notify the Office of HQ Personnel Security Operations of reportable events, duty changes and absences
- Track the approval of clearance justification statements from technical monitors for cleared access authorizations
- Contribute to the establishment, update, and issue of contractor security procedures
- Lead and provide implementing guidance to contracting officer representatives (CORs) and contractor facility security officers (FSOs) in understanding and submitting the documentation required for obtaining facility clearance approval in order to ensure accuracy and completeness of the classified contract information entry into the Safeguards and Security Information Management System (SSIMS).
- Assist CORs and FSOs in understanding and submitting the documentation required for terminating a classified contract, including terminating access authorizations and completing Certificates of Non-Possession and Security Activity Closeout (SACC) forms or their equivalent.
- Assist personnel in understanding and complying with visitor access control procedures in place at Headquarters facilities
- Comply with requests from the Security Survey Team in conducting self-assessments and initial, periodic, special, and termination surveys
- Attend required HSO meetings and associated security training
- On-site presence required occasionally for group meetings or other work projects as defined.
Work Experience, Knowledge, Skills & Abilities:
- Associates degree and/or combination of 10 plus years of federal government personnel security experience preferred.
- Personnel security processing experience preferred.
- Demonstrated ability to complete work in a detailed manner maintaining documentation in Library style format for ease of reference
- Preferred areas of study are federal personnel security, physical security, Insider Threat, FSO, Incidents, Training program execution, GSA USAccess, OPM Position Designation Tool.
- Able to work effectively with all levels of federal and contractor staff members, other agency program offices, HSO’s and HSO Representatives
- Have a strong understanding of the NISPOM, DOE HQ Master Security Plan requirements and demonstrated success in execution of those requirements
- Demonstrated ability to communicate effectively both verbally and in writing.
- Eligibility to obtain Security Clerance required.
- Experience applying comprehensive knowledge of concepts, processes, practices, and procedures for processing Contractor Security Requests and maintaining Contractor Security records
- Proficient working in a dynamic, collaborative environment from remote work location and onsite depending on Government Customer needs.
- Demonstrated ability to work successfully on a team and independently, as well as multitask.
- Demonstrated strong written and verbal communications skills.
- Proficient MS Word, Excel, and Outlook skills.
- Experience in DOE CATS system preferred
- Experience in GSA USACCESS Sponsorship and Report Reviewer Roles preferred
