What you can expect from this position:

Reporting to the Associate Director, Procurement Governance & Compliance, you will support the development, administration, and continuous improvement of Procurement’s governance framework and compliance programs. You will coordinate policy and program activities, provide governance guidance, maintain accurate records, and deliver reporting and analysis that strengthen compliance, consistency, and sound procurement practices across the organization.

As a Senior Specialist, Procurement Governance, you will:

  • Support the development, implementation, maintenance, and continuous improvement of procurement policies, standards, procedures, guidelines, and governance documentation.
  • Research legislative and regulatory requirements, industry trends, and governance best practices to inform policy and program improvements.
  • Draft, review, and update governance documentation, templates, guidance materials, communications, and training resources.
  • Coordinate stakeholder consultations, consolidate feedback, and support governance documentation through review, approval, and implementation.
  • Administer Procurement Governance & Compliance programs, with primary responsibility for the Conflict of Interest (COI) Program.
  • Analyze COI disclosures and supporting documentation, identify governance considerations and risks, develop recommendations, and prepare matters for committee review.
  • Coordinate and facilitate COI Committee meetings, including agendas, materials, decisions, records, communications, and action-item tracking.
  • Manage the Procurement Governance & Compliance inbox, triage requests, respond to routine inquiries, and escalate matters as appropriate.
  • Monitor compliance trends and prepare reports, dashboards, metrics, presentations, audit documentation, and gap analyses.
  • Identify and recommend opportunities for process improvement, standardization, workflow automation, and stronger governance controls.

This unionized position is classified at the Band 6 level, with an hourly wage range of $44.26, based on a 37.5 hour work week. As part of the recruitment process, you will be required to complete a test.

This is the role for you, if you have:

  • Five or more years of experience in procurement, governance, compliance, policy administration, audit, risk management, business operations, or a related discipline.
  • Experience researching, drafting, reviewing, or administering policies, procedures, standards, or governance documentation.
  • Experience coordinating cross-functional initiatives and working with multiple stakeholders.
  • Experience preparing reports, presentations, and business correspondence.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Bachelor’s degree in Business Administration, Public Administration, Commerce, Law, Political Science, Risk Management, or a related field.
  • Ability to obtain and retain Transportation Security Clearance.

  • Knowledge of governance, compliance, policy administration, risk management, and internal-control principles.
  • Ability to interpret and apply policies, standards, procedures, and governance requirements.
  • Strong analytical, research, problem-solving, organizational, and attention-to-detail skills.
  • Excellent written communication skills, including the ability to prepare policies, procedures, reports, governance documentation, and business communications.
  • Strong verbal communication, interpersonal, and stakeholder-management skills, with sound judgment, tact, diplomacy, and discretion when handling sensitive information.
  • Ability to work independently and collaboratively, manage competing priorities, and meet established deadlines.
  • Experience with Conflict of Interest, ethics, compliance, committee support, audit activities, or integrity programs.
  • Experience in the public or broader public sector, municipal, airport, or another regulated environment is an asset.
  • Experience with SharePoint, document management systems, Microsoft Power Platform, Power BI, workflow automation, or enterprise systems.
  • Knowledge of process improvement methodologies and continuous improvement principles.
