ASRC NetCentric is seeking a Subject Matter Expert, Senior, ServiceNow to support an upcoming DHS program.  This is a remote position.

**Position is contingent upon program award.

Summary: The DHS Program will provide professional services to support application analysis, architectural design, engineering, development, maintenance, and support. Work includes implementation of Dynamics 365 Customer Engagement, Power Platform (PowerApps, Power Automate, Flow, and Power Business Intelligent (BI)), SharePoint, Office 365, Azure products and Services, Dataverse, Drupal, Confluence, Jira, and ServiceNow. We will provide a team experienced with design, agile software development, project management, technical architecture, engineering and design, continuous integration and delivery, integration, testing, configuration management, ongoing operations and maintenance, and cloud migration.

The Subject Matter Expert, Senior, ServiceNow will provide senior-level strategic guidance and domain leadership to drive technology adoption and priorities across DEEP scope.

Responsibilities:

  • Leads strategic planning initiatives in a select technical or functional area
  • Meets with management and the team members frequently to propose initiatives, help foster adoption of technologies and establish priorities.
  • Provide expert-level guidance on emerging technologies, best practices, and industry trends relevant to the DEEP mission and DHS enterprise IT environment.
  • Advise on complex technical issues across architecture, engineering, integration, testing, security, cloud services, and modernization activities.
  • Support decision-making by translating highly specialized technical concepts into clear recommendations for leadership.
  • Evaluate existing processes, frameworks, and solutions; identify opportunities for optimization, reengineering, automation, interoperability, and reuse.
  • Collaborate with architects, developers, analysts, and engineering teams to align enterprise-level solution approaches with DHS standards, including SELC, Agile, 4300A, and Section 508.
  • Provide subject-matter input for requirements development, design reviews, technical assessments, and trade-off analyses.
  • Participate in stakeholder engagement sessions to ensure technical direction aligns with mission needs and user requirements.
  • Mentor project teams and junior staff, promoting knowledge sharing and consistency across technical disciplines.
  • Support the development of technical roadmaps, target architectures, and modernization strategies.
  • Assess risks associated with complex technical solutions and recommend mitigation approaches.
  • Ensure solutions and recommendations are compatible with DHS enterprise platforms (ServiceNow, Power Platform, Azure Gov, AWS GovCloud, modern JS frameworks, Okta SSO, Atlassian/GitLab).
  • Provide authoritative input during project planning, governance reviews, and change management activities.

Requirements:

  • Bachelor's degree.
  • 11 years of progressive technical or functional experience in a selected technical area or specialty skill.
  • ServiceNow certification required.
  • Microsoft Certification, preferred
  • US Citizen and ability to successfully complete a government issued background investigation.
  • Ability to obtain a Public Trust. Prior Public Trust or Security Clearance, preferred
  • Possess superior verbal and written communication skills; able to clearly convey complex technical and programmatic topics to diverse stakeholders.
  • Strong analytical and critical-thinking abilities; able to turn ambiguous requirements into actionable plans.
  • Ability to motivate and guide technical teams, promoting collaboration, accountability, and continuous improvement.
