Nationwide IT Services, NIS, is seeking a Senior ServiceNow Application Developer to serve as a dedicated application-development resource supporting USDA Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) within the USDA ServiceNow environment.
The position provides hands-on development, configuration, integration, troubleshooting, and sustainment support for Veterinary Services ServiceNow applications, including base-year indemnity application development and subsequent Government-prioritized enhancement and backlog activities. This position is fully remote.
The role is responsible for designing, configuring, developing, testing, and maintaining ServiceNow application functionality, including workflows, business rules, forms, scripts, integrations, user-facing components, and other authorized application features.
The Senior Developer supports the full application-development lifecycle, from backlog refinement and technical analysis through development, testing, defect correction, documentation, demonstration, secure review, and preparation for Government-controlled production release.

Duties and Responsibilities
- Design, configure, develop, test, troubleshoot, and sustain ServiceNow applications and application components.
- Support indemnity application development and other USDA-prioritized ServiceNow backlog work.
- Develop/configure workflows, business rules, forms, scripts, integrations, and related application functionality as authorized.
- Correct defects, support root-cause analysis, maintain application documentation, and keep configuration/specifications current.
- Participate in Agile backlog refinement, estimation, testing, demonstrations, secure review, and Government-controlled release processes.
- Work within USDA ServiceNow platform governance; this role supports application development and sustainment rather than enterprise platform administration.
- Demonstrated ServiceNow application-development and sustainment experience in a production environment.
- Experience configuring/developing ServiceNow workflows, application logic, integrations, and user-facing functionality.
- Experience troubleshooting defects and supporting controlled testing and releases.
- Ability to work within established enterprise platform governance, security, change, and documentation processes.
- Senior ServiceNow development experience in a federal environment.
- ServiceNow integration/API experience.
- Experience with Agile delivery and Azure DevOps or comparable backlog/DevOps tools.
- ServiceNow certifications are desirable but are not mandatory for this recruiting profile.
- Support USDA APHIS Veterinary Services application operations and maintenance in a remote delivery environment.
- Normal support coverage is 8:00 a.m. to 5:00 p.m. Mountain Time, Monday through Friday. Routine after-hours, weekend, and on-call support are not required.
- This position is fully remote.
- Must satisfy applicable USDA personnel-security, suitability, PIV, training, and system-access requirements before performing access-dependent work.
- Work is performed using Government-furnished systems, tools, software, and processes. Personnel must follow USDA change, release, security, accessibility, and documentation requirements.
