Freelance consultancy | 100 fee days shared across the pool | Nov 2026 – Oct 2027 | Remote, with travel to Baghdad where needed


MiCT – Media in Cooperation and Transition is a Berlin-based nonprofit supporting independent media and information environments in conflict and transition regions. We are preparing a bid for a GIZ-commissioned assignment in Iraq and are building a pool of two to four experts. The engagement is subject to contract award.


The assignment

A ten-month capacity development programme for around 20 representatives of Iraqi state institutions working on the prevention of violent extremism (PVE) online, delivered through eight workshops (five in Baghdad, three online) and mentoring between sessions.


We are looking for expertise in one or more of these areas

• PVE/CVE and online radicalisation: extremist narratives, recruitment and mobilisation dynamics (7+ years)

• Digital monitoring and analysis: open-source research/OSINT, platform-aware monitoring, digital content, narrative, trend or network analysis (5+ years)

• Strategic communication and prevention: prevention-oriented narratives, audience analysis, coordinated prevention approaches (5+ years)

• Legal, human-rights and ethical issues: privacy, digital governance and ethics in digital monitoring and prevention (5+ years)

• Training and adult-learning methodology: scenario-based learning, simulation exercises, practical training design (3+ years)


Your role

• Contribute to the needs assessment, desk review and curriculum development

• Develop and deliver training sessions in your area of expertise

• Design and facilitate scenario-based and simulation exercises

• Adapt international approaches to the Iraqi institutional and legal context

• Contribute to training materials, reference tools and reporting


Your profile

• University degree (Bachelor's or equivalent) in political or social sciences, security studies, international relations, law, communications/media, IT, data analysis or a related field

• 7+ years of professional experience in your area of expertise

• 5+ years in capacity development, training or advisory services

• English at C1 level

• Arabic at B2 level or above and 3+ years of professional experience in Iraq or the Middle East are strong assets
