Your Mission
This role exists because legal, regulatory, and safety compliance must be establish-hed before site mobilization, not retrofitted once work is underway. You will act as the Developer's independent, on-site legal and regulatory authority, verifying compliance at every contractual hold point from contract award through to final as-built handover.
Your reports and inspections are the primary data source ESG/BREEAM relies on to audit HEEF energy performance, and your sign-offs are leading. This role is institutional and safety-critical: independence from the contractor, procedural rigour, and zero tolerance for undocumented risk. Reports to the Developer (Dono de Obra).
Key Responsibilities
• Review baseline design and specifications for legal and regulatory compliance before site supervision begins, and
flag legislative ambiguity in a preventive way.
• Verify legal site setup before recording possession and issue the first and all subsequent weekly/monthly on-site
reports using the ESG/BREEAM template.
• Review shop drawings and material submittals for legal and code compliance (structural, fire, accessibility),
escalating code conflicts to the Developer PM.
• Carry out legally mandated hold-point inspections and capture the agreed HEEF data fields within the recurring
on-site report.
• Independently measure physical progress and certify against legal and contractual completion; your sign-off is
what makes a payment certificate payable.
Requirements / Qualifications
• 8–15 years of experience in construction site supervision, Fiscalização, ideally on hospitality or large-scale mixed-
use developments in Portugal.
• Working legal knowledge of Portuguese construction regulation, including DL n.º 555/99 and related building-
licensing legislation.
• Certification or demonstrable eligibility to act as Coordenador de Segurança em Obra under Decreto-Lei n.º
273/2003, including familiarity with the Plano de Segurança e Saúde (PSS) and Comunicação Prévia obligations to
the ACT.
• Experience producing structured, recurring on-site reports usable by a third-party certification body (e.g.
BREEAM) for energy or sustainability auditing.
• Strong stakeholder communication and escalation judgement, with the ability to hold a position independently
against contractor pressure at payment or completion milestones.
• Fluency in Portuguese required, working proficiency in English for coordination.
Nice-to-Haves
• Prior Fiscalização experience on a BREEAM- or Green Key-certified project.
• Experience acting as Coordenador de Segurança on a project with two or more speciality project authors (as
applies on 5* Ecoresort Portobali).
• Familiarity with funding-scheme audit requirements linked to construction milestones.
• Experience in a sustainable/ energy efficient real estate development.
