This position requires practical experience testing EBT systems and the ability to translate program requirements into test scenarios, acceptance criteria, and documented results. The division of testing execution responsibilities among the consultant, processor, and state remains subject to clarification.
Responsibilities:
- Develop and maintain a comprehensive test plan covering testing scope, methods, responsibilities, environments, data, schedules, entry and exit criteria, and reporting
- Establish traceability between procurement requirements, system specifications, test cases, defects, and acceptance evidence
- Coordinate testing activities with the EBT processor, State program and technology teams, and other interface partners
- Review processor test plans, scripts, results, and supporting evidence for completeness and alignment with State requirements
- Plan and coordinate coverage across unit, integration, performance, end-to-end, user acceptance, regression, and fail-safe testing, consistent with assigned responsibilities
- Develop and manage acceptance test scenarios, scripts, expected results, and test data requirements
- Lead System Acceptance Testing addressing functional requirements, security, recovery, system controls, interfaces, and exception scenarios
- Train State personnel to execute acceptance tests, document results, and report defects
- Manage defect triage, prioritization, retesting, and closure verification with the processor and State stakeholders
- Review interface specifications and outputs to validate expected data exchanges and reconciliation
- Assess testing completeness, unresolved defects, and implementation risks; prepare readiness recommendations against defined Go/No-Go criteria
- Support contingency and recovery planning, including scenarios requiring delayed rollout or reversion to the legacy system
- Prepare test status reports, acceptance documentation, and written evaluations of results for State and USDA/FNS review
- Align testing documentation with applicable USDA/FNS requirements and FNS Handbook 901
Required Qualifications:
- Direct experience leading or substantially supporting testing for a state SNAP EBT system, EBT processor implementation, or processor transition
- Experience developing comprehensive test plans, acceptance criteria, test scenarios, scripts, and requirements traceability
- Experience coordinating testing among state agencies, EBT processors, vendors, and interface partners
- Practical knowledge of SNAP EBT transaction processing, benefit issuance, account activity, interfaces, reconciliation, and exception handling
- Experience managing defects, reviewing test evidence, and assessing system acceptance and implementation readiness
- Ability to evaluate functional, integration, performance, security, recovery, and fail-safe testing coverage, working with technical specialists as needed
- Strong documentation, facilitation, and stakeholder communication skills
- Ability to travel to South Dakota as required
Preferred Experience:
- Leading state acceptance testing during an EBT processor transition
- Supporting USDA/FNS testing reviews or preparing documentation for federal review
- Applying FNS Handbook 901 to test planning and acceptance documentation
- Testing eligibility-to-EBT interfaces, benefit issuance files, transaction processing, and financial reconciliation
- Coordinating recovery exercises, cutover rehearsals, and contingency testing
- Training state business users who have limited formal testing experience
- Using test management and defect tracking tools within a state or vendor environment
