Salary Range: $132,000.00 To $145,000.00 Annually Job Title: Software and Database Developer IV Location: Remote/Hybrid - DHS CISA, 4200 Wilson Boulevard, Arlington, VA 22203 and 4601 N. Fairfax Drive, Arlington, VA 22203. Work Schedule: Monday through Friday. Security Requirements: Must be a US Citizen eligible to obtain/maintain a DHS/CISA Public Trust level clearance. AttainX is seeking a Software and Database Developer IV to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Critical Infrastructure Collaboration Platform (CICP). This role independently develops, integrates, delivers, and sustains applications across the full technology stack and manages complex databases. The developer resolves complex technical and business issues, improves performance and reliability, and may serve as a team lead while coordinating with the manager and Government stakeholders. Qualifications and Education Requirements: Bachelor’s degree in computer science, information technology, engineering, or a related field. 7+ years of related experience in software development, database administration, or a combination of these disciplines. Experience independently delivering software products from functional specifications using front-end, back-end, database, and hosting tools. Experience with AWS, API integration, cloud-based architecture, deployment, and application sustainment. Proficiency in development languages and web technologies, such as C#, C++, JavaScript, Python, Ruby, Java, PHP, SQL, and HTML/CSS. Experience with database platforms such as SQL Server, Oracle, MySQL, MongoDB, and Redis; ability to design, configure, optimize, and maintain complex databases. Experience with version control tools such as Git, SVN, or Mercurial and development frameworks or stacks such as MEAN, Django, LAMP, or Ruby on Rails. Experience developing test plans and performing unit, integration, regression, and deployment validation testing. Experience resolving database performance and capacity issues, performing backups and recovery, and managing access and data integrity. Ability to work highly independently on complex technical and business matters, communicate clearly, and provide technical guidance or team leadership. Must be a U.S. citizen able to obtain and maintain required DHS Public Trust eligibility; Federal or DHS/CISA experience is preferred. Working knowledge of secure coding, software configuration management, change control, vulnerability remediation, and technical documentation. Job Duties: The Software and Database Developer IV supports development, operations, maintenance, and enhancement of CICP applications and databases. Responsibilities include: Independently develop, integrate, and deliver applications from functional specifications using front-end, back-end, database, and hosting tools. Complete coding, UI/UX implementation, database integration, and deployment across all layers of the stack; translate approved user requirements into working software. Develop and maintain APIs and cloud-based application architecture using approved AWS services; integrate applications, databases, and enterprise interfaces. Design, manage, and maintain complex databases, including schemas, data structures, configurations, and access methods supporting application requirements. Evaluate and optimize database configurations, queries, indexes, and access; resolve performance bottlenecks and capacity issues. Perform and validate database backups, recovery, and restore procedures; document results and support service continuity and data protection. Advise users on access to multiple databases; investigate data conflicts and inappropriate usage, and coordinate corrective actions and access controls. Troubleshoot complex application and database issues, correct programming errors, and implement enhancements based on technical findings and user feedback. Provide test plans; develop and execute unit, integration, regression, and database tests, documenting results and validating changes before release. Maintain source code, version history, software baselines, and database configurations through approved version control and change management processes. Deploy upgrades and enhancements using approved release, rollback, and validation procedures; implement patches, security updates, and vulnerability remediation. Monitor application and database health, performance, and capacity; recommend preventive maintenance, automation, and resource optimization. Protect data integrity and sensitive information, including Protected Critical Infrastructure Information (PCII); coordinate secure coding, access, and data handling with security teams. Maintain technical documentation, test plans, troubleshooting procedures, and deployment records; support help desk knowledge transfer and timely response to escalated communications. May serve as a team lead, coordinate technical work, and mentor colleagues; independently advise the manager on complex technical and business matters. Stay current with development and database practices; recommend approved improvements and use software consistent with DHS Technical Reference Model requirements. Occasional work outside normal hours, including weekends and holidays, may be required for crisis response or critical IT issues.
