SkyePoint Decisions is seeking a Software Development Lead to join our team supporting the Department of Education’s (DoED) Federal Student Aid (FSA) Cybersecurity and Privacy Support Services (CPSS) in Washington, DC. This position is contingent on contract win. The Software Development Lead directs the design, development, integration, testing, deployment, operation, and sustainment of secure software supporting the DoED FSA mission requirements. This person manages Agile software delivery and SecDevOps/DevSecOps practices, integrating security, automated testing, configuration/change management, and documentation throughout the SDLC while maintaining compliance with FSA Software Development Standards, FSA Launch Pad requirements, NIST SP 800-218 Secure Software Development Framework (SSDF), and applicable Federal guidance. This is a remote position. Responsibilities: Lead multidisciplinary personnel across software development, architecture, integration, testing, cybersecurity, SecDevOps/DevOps, deployment, and sustainment. Establish development, secure coding, documentation, automated testing, configuration-management, and release standards. Lead Agile planning and execution, including backlog prioritization, sprint/release planning, dependency management, demonstrations, and delivery tracking. Coordinate developers, testers, cybersecurity personnel, architects, product owners, operations personnel, and Government stakeholders. Translate mission, functional, cybersecurity, and technical requirements into prioritized development backlogs and executable software increments. Integrate cybersecurity findings into development priorities and lead timely remediation. Review code, architecture decisions, automated test results, documentation, and deliverables for quality and compliance. Monitor applicable velocity, cycle time, automated test coverage, defects, vulnerabilities, build/deployment success, and remediation metrics. Identify and resolve technical risks, dependencies, impediments, and delivery issues. Required Qualifications: Bachelor’s degree in Computer Science, Software Engineering, Computer Engineering, IT, Information Systems, or related technical discipline; equivalent experience may substitute. 8+ years of software engineering/application development experience 3+ years leading software development teams or major engineering activities. Experience leading the design, development, integration, testing, deployment, operation, and maintenance of enterprise software systems. Demonstrated experience leading Agile development teams, including backlog refinement, sprint/release planning, reviews, retrospectives, and continuous improvement. Experience implementing secure SDLC and SecDevOps/DevSecOps practices that integrate security throughout development and operations. Experience developing within Federal or controlled enterprise environments governed by established development, architecture, access-control, testing, documentation, configuration/change-management, and release standards. Strong knowledge of Agile development, secure SDLC, SecDevOps/DevSecOps, and NIST SP 800-218 SSDF. Experience implementing CI/CD pipelines, source-code management, code reviews, build automation, configuration management, release management, and automated deployment. Experience implementing automated unit, integration, and end-to-end testing with code changes and incorporating testing into CI/CD pipelines. Experience using automation to accelerate testing, improve software quality, and support repeatable releases. Experience with application security practices/tools such as SAST, DAST, Software Composition Analysis (SCA), dependency/secrets/container scanning, and vulnerability management. Knowledge of secure coding, OWASP Top 10, software supply-chain security, and vulnerability remediation. Experience analyzing and remediating findings from penetration testing, security assessments, application security testing, and code reviews. Experience with APIs, databases, enterprise services, distributed applications, and cloud/cloud-native applications. Proficiency with modern programming languages, frameworks, and customer-approved development technologies. Knowledge of application identity, authentication, authorization, access control, data protection, logging, and monitoring. Experience developing and maintaining required engineering artifacts such as Project Roadmaps, Technical Change Management Plans, Architectural Decision Records (ADRs), Runbooks, README documentation, commit documentation/messages, and Release Notes. Ability to establish and enforce documentation, version control, configuration/change management, testing, and release-management standards. Experience using organization-approved technologies, frameworks, testing libraries, platforms, and development tools. Ability to incorporate changes to development/security standards and requirements within required SLAs and delivery schedules. Ability to obtain a DoED 6c Public Trust. At least an active Secret clearance is highly preferred. U.S. Citizenship required. Preferred Qualifications: Previous FSA, Department of Education, or other Federal software development/modernization experience. Experience implementing development processes consistent with FSA Software Development Standards and FSA Launch Pad requirements, including SDLC, documentation, access control, testing, and approved technologies. Experience implementing NIST SP 800-218 SSDF and applicable Federal secure-software guidance. Experience with AWS/Azure, containers, Kubernetes/OpenShift, microservices, Infrastructure as Code, cloud-native architectures, and automated security/compliance testing. Experience with software supply-chain security, observability/monitoring, and legacy application modernization. Relevant Agile, cloud, DevSecOps, or secure software development certifications such as CSM, SAFe, PMI-ACP, AWS/Azure, CSSLP, or comparable credentials.
