BryceTech is seeking a Spectrum Engineering Manager to lead a team providing spectrum management, frequency coordination, spectrum authorization, and RF engineering support to the Space Development Agency (SDA). The Spectrum Engineering Manager will oversee technical execution across SDA's space and ground systems, including satellite communications and transport capabilities, while serving as a senior technical advisor to government and program leadership.
The Spectrum Engineering Manager will lead the preparation and coordination of spectrum certification and authorization packages, frequency plans, ITU coordination activities, interference and compatibility analyses, and other spectrum engineering products. The Manager will work closely with SDA, DoD spectrum management organizations, SETA and FFRDC partners, industry, and other government stakeholders to resolve complex spectrum issues and ensure timely authorization of spectrum-dependent systems.
This position requires a strong understanding of DoD and federal spectrum management processes and the ability to lead technical teams through complex interagency and regulatory approval processes. The ideal candidate will bring extensive hands-on experience with DD Form 1494, EL-CID, E2ESS, Stepstone, NTIA regulations, ITU requirements, and spectrum coordination for space, SATCOM, or other advanced RF systems.
Key Responsibilities
- Lead and manage a team of spectrum engineers supporting SDA spectrum management, certification, authorization, and coordination activities
- Provide technical leadership and subject matter expertise on spectrum management and RF engineering issues affecting SDA space and ground systems
- Oversee preparation, review, and coordination of DD Form 1494 spectrum support requests and associated certification documentation
- Ensure spectrum authorization activities are properly planned, tracked, coordinated, and completed within program schedules
- Lead development and coordination of frequency plans in accordance with the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook) and applicable ITU regulations
- Oversee development and submission of Advanced Publication Information (API) packages supporting ITU coordination, notification, and protection of space and terrestrial systems
- Lead RF interference, electromagnetic compatibility, and spectrum compatibility analyses for existing and planned systems
- Review technical analyses and recommendations developed by spectrum engineers and provide guidance on complex or disputed spectrum issues
- Use and oversee application of DoD and federal spectrum management tools, including EL-CID, E2ESS, Stepstone, and other applicable systems
- Coordinate with incumbent spectrum users and stakeholder organizations to resolve interference concerns and develop appropriate mitigation procedures
- Apply DoD-specific spectrum management requirements and NTIA Redbook footnotes, including requirements applicable to Link-16 and other DoD communication systems
- Lead coordination with spectrum management organizations, committees, and working groups, including the NASA-DoD-DoC (NDD) coordination group and NTIA Spectrum Planning Subcommittee (SPS)
- Coordinate spectrum certification activities with organizations such as the Air Force Spectrum Management Office (AFSMO), Navy Marine Corps Spectrum Center (NMSC), and Space Systems Command Spectrum Management Office (SSC SMO)
- Establish team priorities, assign technical work, monitor workload, and ensure quality and timely delivery of spectrum engineering products
- Mentor and develop spectrum engineering personnel and provide technical guidance on complex spectrum management problems
- Identify risks, dependencies, and potential delays associated with spectrum authorization activities and develop mitigation strategies
- Advise SDA program leadership on spectrum requirements, regulatory constraints, authorization timelines, interference risks, and potential impacts to system architectures
- Support acquisition and deployment of SDA transport and communications satellites and associated ground systems by identifying and resolving spectrum-related technical issues
- Analyze spectrum requirements within the context of space vehicle, constellation, ground terminal, and communications architectures
- Coordinate with government, SETA, FFRDC, contractor, industry, and other external stakeholders to achieve program objectives
- Develop and deliver technical analyses, reports, briefings, and recommendations to senior government and program leadership
- Represent the spectrum engineering team in technical interchange meetings, program reviews, working groups, and other stakeholder engagements
- Establish and maintain processes, standards, and best practices for spectrum engineering and authorization activities
- Provide additional spectrum management, RF engineering, and technical leadership support as assigned
Required Qualifications
- Active Top Secret Clearance with SCI Eligibility (TS/SCI)
- Bachelor’s degree and at least 10 years of relevant professional experience
- Significant professional experience in spectrum management, RF engineering, and the spectrum authorization process
- Demonstrated experience leading or managing technical teams supporting spectrum engineering or spectrum management activities
- Extensive experience preparing, submitting, reviewing, and coordinating DD Form 1494 spectrum support requests
- Experience with DoD or federal spectrum management processes, organizations, and authorization requirements
- Experience using DoD or federal spectrum management tools such as EL-CID, E2ESS, Stepstone, or comparable systems
- Strong working knowledge of RF systems and spectrum-dependent communications systems
- Experience developing or reviewing frequency plans and spectrum certification documentation
- Experience coordinating with government spectrum management organizations and other technical stakeholders
- Demonstrated ability to lead complex technical activities involving multiple government, contractor, industry, and external stakeholders
- Strong written and oral communication skills, including the ability to brief senior government and program leadership
- Ability to effectively manage competing priorities, technical risks, and program schedules
Preferred Qualifications
- Bachelor’s or master’s degree in electrical engineering, RF engineering, telecommunications, aerospace engineering, physics, or another STEM discipline
- Experience supporting space-based communications, satellite communications, transport-layer systems, or associated ground systems
- Experience developing and submitting ITU Advanced Publication Information (API)
- Extensive knowledge of the NTIA Redbook and applicable ITU regulations
- Experience conducting RF interference analysis, spectrum compatibility assessments, or electromagnetic compatibility analysis
- Familiarity with DoD-specific NTIA Redbook footnotes and spectrum requirements associated with Link-16 and other DoD communication systems
- Experience working with AFSMO, NMSC, SSC SMO, or comparable spectrum management organizations
- Experience with the NDD coordination group, NTIA SPS, or other federal spectrum coordination bodies
- Experience with RF system analysis, modeling, and simulation at the individual system or constellation level
- Familiarity with modeling and simulation tools such as STK, AFSIM, and Coast
- Experience supporting major DoD space acquisition or satellite communications programs
- Demonstrated experience presenting complex spectrum engineering issues and recommendations to senior government and program leadership
