The Role
We are seeking an experienced Spectrum Manager to lead spectrum strategy, frequency planning, licensing, coordination, monitoring, compliance, and optimization of radio-frequency resources.
The ideal candidate will manage spectrum assets across operational and technical requirements, coordinate with regulators and stakeholders, mitigate interference risks, and ensure efficient use of licensed and authorized frequencies.
Key Responsibilities
- Develop and implement spectrum-management strategies, policies, standards, and governance frameworks.
- Manage organizational radio-frequency spectrum resources and frequency assignments.
- Develop spectrum plans aligned with current and future wireless communication requirements.
- Coordinate spectrum requirements across telecommunications, network, engineering, operational, and technology teams.
- Maintain comprehensive spectrum inventories, frequency assignments, licenses, and technical records.
- Monitor spectrum utilization and identify opportunities for improved efficiency.
- Conduct frequency planning, allocation, assignment, coordination, and reassignment activities.
- Evaluate spectrum requirements for new networks, facilities, wireless systems, and technology deployments.
- Support spectrum planning for mobile, fixed wireless, satellite, microwave, private-network, IoT, and other relevant systems.
- Coordinate frequency assignments to minimize interference and maximize network performance.
- Conduct interference analysis and support resolution of harmful or persistent interference.
- Monitor spectrum occupancy and investigate unauthorized or unexpected transmissions where applicable.
- Coordinate spectrum licensing, renewals, modifications, and regulatory submissions.
- Maintain accurate records of spectrum licenses, technical parameters, expiration dates, and regulatory obligations.
- Liaise with national telecommunications regulators and other authorized government bodies.
- Monitor changes to spectrum regulations, allocation plans, technical standards, and licensing frameworks.
- Assess the potential impact of regulatory changes on organizational spectrum requirements.
- Prepare technical and regulatory documentation for spectrum applications and approvals.
- Support spectrum auctions, tenders, consultations, and regulatory proceedings where applicable.
- Coordinate international frequency matters and cross-border interference issues when required.
- Work with engineering teams to ensure equipment operates within approved frequency and technical parameters.
- Review radio-system designs, frequency plans, antenna configurations, power levels, bandwidth requirements, and coverage objectives.
- Support technical assessments for spectrum sharing, refarming, coexistence, and reallocation initiatives.
- Evaluate opportunities to improve spectrum efficiency through technology modernization and network optimization.
- Monitor spectrum utilization against licensed capacity and operational requirements.
- Develop spectrum forecasting models based on business growth, network expansion, technology changes, and demand.
- Assess emerging technologies and their potential spectrum requirements.
- Support planning for 5G, private wireless networks, IoT, satellite communications, and other emerging connectivity solutions.
- Establish spectrum monitoring and measurement programs using appropriate tools and systems.
- Analyze spectrum-monitoring data to identify congestion, interference, and underutilized resources.
- Coordinate with Cybersecurity and Network Operations teams on wireless security and unauthorized access risks.
- Ensure spectrum-related activities comply with applicable laws, regulations, licenses, and internal policies.
- Manage external consultants, spectrum specialists, engineering firms, and technical service providers.
- Review vendor performance, technical deliverables, service quality, and contractual commitments.
- Develop spectrum-management budgets, forecasts, and investment proposals.
- Maintain technical documentation, frequency databases, regulatory correspondence, and compliance records.
- Develop spectrum dashboards, reports, utilization analyses, and management presentations.
- Establish procedures for spectrum requests, approvals, assignments, changes, and decommissioning.

Ideal Candidate
The successful candidate should have strong experience in spectrum management, radio-frequency engineering, telecommunications, wireless network planning, regulatory affairs, or communications infrastructure, preferably within a complex telecommunications or technology environment.
The candidate should demonstrate:
