Position Summary: The Sr BSA/AML Analyst works with the BSA Officer to administer the BSA/AML program and related procedures in accordance with Credit Union’s policies, procedures, and applicable federal regulation. The role researches and analyzes transactions and referrals to detect and prevent financial crime activities, policy violations, and/or suspicious situations with low to moderate risk. This position gathers and analyzes member information and transactional data for review of money laundering/ fraud red flags and refers activity for investigation. The Sr BSA/AML Analyst may also assist with project and case assignment process in Verafin and must participate in training annually, or as required for BSA and the Privacy Act. Key Responsibilities: Compliance Monitoring & Quality Control Perform various quality control reviews and monitoring in the area of Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering, OFAC and Customer Identification Program compliance using industry standard and regulatory guidance sampling methods to ensure the Credit Union’s compliance efforts are maintained on a daily basis. Perform review of the Credit Union’s Customer Information File and other lists for compliance with FinCEN 314a requests. Ensure compliance with all Anti-Money Laundering, Bank Secrecy Act information security and suspicious activity reporting requirements policies and procedures. Follow account opening procedures, understand and follow internal suspicious activity referral requirements and processes, as required for this position. Risk Assessment & Account Reviews Review documentation for all new commercial accounts and risk rate accounts per the Credit Union’s risk rating criteria. Review and validate risk rating for all new personal accounts using the AML system risk rating module. Perform a monthly review of all new accounts, using system reports, to ensure all new accounts have been appropriately risk rated. Establish enhanced due diligence and monitoring efforts for members identified as high and medium risk. Identify high risk accounts from information received from other sources (branch, loan and operations staff, legal service of process, Suspicious Activity Referral forms, and media reports) and establish enhanced due diligence and monitoring efforts. Perform ongoing monitoring, as required, of all high risk and medium risk accounts in accordance with the established monitoring schedule. Monitor and report CDD/EDD exceptions to BSA Officer. Suspicious Activity Detection & Investigation Analyze member account transactions to detect unusual activity indicative of fraud or anti-money laundering and make decisions on appropriate action to take. Perform independent analysis for cases involving suspicious activity including but not limited to structuring, check fraud, and kiting for presentation to the BSA Officer. Manage cases of potentially suspicious activity from the AML monitoring system, including analysis of transaction activity and balances for review by the BSA Officer. Document suspicious activity reviews for presentation to the Suspicious Activity Report Committee, as needed. Identify suspicious customer transactions, specific to money laundering/ fraud, including the proper method for reporting such activity to the Audit Committee. Analyze and determine whether the outcome of the preliminary investigation warrants a further review that may result in a Suspicious Activity Report (SARs) filing. Work cooperatively with internal departments to obtain and analyze necessary information related to the investigation. Assist in the review of criminal subpoenas, partner with state and/or federal law enforcement, as needed. Partner with Security Officer and Operation Risk manager to coordinate efforts related to inter-department financial crimes risk management, i.e., SARs, related case investigations, common/known suspects, etc. Training, Leadership & Program Development Assist the BSA Officer in ensuring BSA/AML Program activities are consistent with enterprise expectations, run smoothly and efficiently by providing leadership, training and supervision within the Credit Union. Maintain knowledge and skills in all areas of BSA/AML Program management. Develop and implement BSA/AML/OFAC compliance training resources and conduct training to all Front-Line staff. Provide recommendations for periodic BSA training to address areas of weakness noted in branch/ lending procedures in support of annual BSA program training. Assist in the implementation of AML/BSA detection and prevention methods, such as training and instruction manuals. Attend compliance committee meetings and required compliance and corporate training sessions in accordance with the Credit Union’s training policy. Stay current with changes in BSA regulations and develop related procedures or revisions to the BSA Program with the BSA Officer. Participate in annual training or as required by BSA and the Privacy Act. Reporting, Documentation & Special Projects Aid with departmental tracking and reporting and prepare investigation reports for management, including fraud monitoring and BSA program exception reports. Interact with Credit Union management and various AML/Fraud committees. Support any special compliance projects or critical casework as needed. Organizational Engagement Represent the credit union with professionalism and courtesy in all interactions. Uphold the highest ethical standards in all interactions and responsibilities. Represent and uphold the Achieva Brand Frame. Support leadership initiatives that position the credit union as a top employer. Perform other essential functions as needed or assigned. Travel may be required on occasion. Work flexible hours including evenings, weekends or holidays as needed to meet member and business demands. Requirements: Education and Experience Bachelor’s degree in business administration or related field or equivalent combination of education and experience. 5-7 years’ experience with ACH, merchant services, domestic wires, third party checks or cash vault. 5-7 years’ experience with Bank Secrecy Act/ Anti Money Laundering laws and regulations. 3-5 year’s leadership experience. Certifications Association of Certified Anti-Money Laundering Specialists (ACAMS) certification. Skills and Attributes Advanced knowledge of bank/ credit union services and products. Basic knowledge of credit union operations, policies, procedures, and related regulations. Excellent interpersonal skills. Excellent oral and written communication skills. Intermediate Windows-based PC skills with proficiency with Microsoft Office Suite (Work, Excel, Outlook, PowerPoint, Teams). Ability to prioritize multiple projects and demands effectively. High degree of accuracy and attention to detail. Strong analytical skills. Ability to multi-task and work in high volume environment. Strong Organizational and time management skills.
