Sr. Programmer-Developer - IAM Salary range: $97,580 – $126,795

Overview

The Senior Programmer Developer within Identity and Access Management serves as a technical and development subject matter expert for complex solutions supporting SPP's enterprise identity, access management, privileged access, and identity governance capabilities. This position designs, develops, integrates, automates, and supports highly integrated identity solutions that strengthen access security, identity lifecycle management, governance, and operational efficiency. The Senior Programmer Developer partners with IAM professionals, Security, Architecture, application teams, business stakeholders, vendors, and other IT teams to evaluate complex identity and access requirements and translate them into secure, reliable, and maintainable technical solutions. The position provides advanced technical guidance within assigned IAM/PAM applications and technologies and helps strengthen development practices and capabilities across the team.

Core Responsibilities

• Design, develop, test, implement, and support complex and highly integrated software solutions that achieve business objectives while meeting technical, security, reliability, performance, and compliance requirements.
• Apply subject matter expertise to develop, analyze, test, and debug complex code and software solutions that address challenging business and technical requirements within assigned areas.
• Translate complex business and technical requirements into solution designs, integrations, and automation, evaluating dependencies and technical alternatives to achieve reliable and sustainable outcomes.
• Provide advanced technical expertise throughout applicable phases of the software development lifecycle, coordinating requirements, design, development, testing, deployment, and implementation activities for complex solutions.
• Lead the technical investigation and resolution of complex application, software, integration, database, and system issues to restore functionality, address root causes, and strengthen ongoing system reliability.
• Evaluate and implement improvements to software, integrations, automation, and technical processes that enhance security, efficiency, maintainability, performance, and risk reduction.
• Coordinate technical activities and dependencies across developers, analysts, business partners, vendors, and other IT teams to support successful implementation and operation of complex solutions.
• Strengthen team technical capability through technical guidance, training, mentoring, and knowledge sharing within areas of expertise.
• Design, develop, and enhance complex identity and access solutions, integrations, automation, and reusable technical components supporting identity lifecycle management, privileged access, roles, entitlements, authentication, and authorization to strengthen security, scalability, reliability, and operational efficiency.
• Serve as a technical development subject matter expert for assigned IAM/PAM applications, integrations, and supporting technologies, providing advanced technical guidance and resolving complex issues involving provisioning, APIs, connectors, identity data flows, application onboarding, access workflows, and dependencies across interconnected systems.
• Evaluate complex identity, security, and business requirements and technical solution alternatives in partnership with IAM, Security, Architecture, Compliance, application teams, and other stakeholders to deliver secure and sustainable identity solutions that address access models, data quality, automation, controls, integration requirements, and established security and architectural standards.

Required Qualifications

• Bachelor’s Degree in Computer Science or Information Technology-related field OR an additional two (2) years of experience above experience requirements listed below.
• 6 years of applicable Information Technology development and support experience; or an equivalent combination of education and work experience.

Preferred Qualifications

• Two (2) or more years applicable utility industry experience
• Basic understanding of SPP’s core business model
• Experience designing and developing solutions within enterprise identity governance and administration or privileged access management platforms.
• Experience with SailPoint IdentityIQ or comparable enterprise identity governance platforms.
• Experience designing advanced identity integrations using SCIM, APIs, custom connectors, or other provisioning technologies.
• Experience designing role-based or attribute-based access controls, entitlement models, and enterprise identity lifecycle workflows.
• Experience developing reusable modules, libraries, frameworks, or automated deployment capabilities for identity solutions.
• Experience performing code reviews and contributing to secure development standards and practices.
• Experience integrating applications with complex authentication, authorization, or identity requirements.
• Knowledge of zero-trust principles and their application to identity and access management.
• Knowledge of NERC CIP or other cybersecurity, regulatory, audit, or internal control requirements applicable to identity and access management.

Other Requirements:

• Effective working knowledge of Microsoft Windows, Unix or Linux operating systems, application development and support, and database management systems.
• Proficient in one or more modern programming languages.
• Effective testing, troubleshooting, problem-solving, and analytical skills.
• Effective written and oral communication skills.
• Effective working knowledge of SDLC and project lifecycle methods and practices.
• Effective working knowledge of secure coding practices.
• Good customer service and organizational skills.
• Understanding of and compliance with SPP Policies and Procedures.
• Strong desire to lead efforts to identify and implement automation opportunities that enhance security, efficiency, and risk reduction.
• Demonstrated experience designing, developing, integrating, and supporting complex software solutions within identity and access management, privileged access management, identity governance, cybersecurity, or comparable highly integrated security environments.
• Advanced experience using programming, scripting, APIs, connectors, or integration technologies to develop identity solutions, automate processes, and exchange identity and access information across systems.
• Advanced knowledge of identity and access management concepts, including identity lifecycle management, authentication, authorization, roles, groups, entitlements, and access provisioning.
• Advanced ability to analyze identity data flows, provisioning processes, application integrations, authentication or authorization requirements, and system dependencies to design solutions and resolve complex technical issues.
• Demonstrated ability to evaluate complex identity, security, and technical requirements and recommend appropriate technical solutions within assigned areas of expertise.
• Demonstrated ability to provide technical guidance and mentoring within assigned IAM/PAM application or technology areas and collaborate effectively across security, architecture, application, compliance, and business functions.
