At Pacific Blue Cross, we're committed to improving the health and wellbeing of British Columbians. As our Strategic Finance Manager, you will play an important role in shaping the financial direction of Thrive, one of Pacific Blue Cross's most significant multi-year transformation programmes.

Working closely with Finance, business partners, project teams, and senior executives, you will provide strategic financial leadership across forecasting, business-case development, investment evaluation, financial governance, and benefits realization. You will work collaboratively with multiple stakeholders working on the initiatives to improve PBC’s capabilities, and build the financial models to assess the project viability and profitability. You will provide insights that help leaders understand where we are investing, what value those investments are expected to deliver, and whether programme benefits are being achieved.

This is a strategic and hands-on role for someone who enjoys turning complex or incomplete information into clear financial analysis and practical recommendations. You will independently develop multi-year financial models, costs and benefits challenge assumptions, assess investment options, identify emerging risks, and translate detailed analysis into decision-ready insights for senior leaders.

We're seeking a collaborative and self-directed finance professional who brings strong FP&A fundamentals, advanced financial-modelling expertise, sound judgement, and the confidence to constructively influence decisions. You will work across Finance and non-finance teams to strengthen financial discipline, establish scalable practices, and support the successful delivery of a highly visible transformation programme.

  • Work Arrangement: Hybrid - 3 days in the office and 2 days’ work from home
  • Office Location: 4250 Canada Way, Burnaby, BC V5G 4W6
  • Classification: Exempt
  • Salary Range: $98,000 - $140,000 ( Pacific Blue Cross’ compensation program is built on a pay-for-performance philosophy, rewarding both individual and organizational achievements. We determine starting salaries by considering a variety of factors, including relevant skills, education, experience, and internal equity, ensuring compensation decisions are consistent, equitable, and reflective of each candidate’s unique background and qualifications)
  • Incentive Compensation Plan (ICP bonus) per year based on performance: Up to 12%

  • Flexible working hours of 7.5 hours per day, Monday to Friday (i.e., 37.5 hours per week).

Success in this role means giving leaders a reliable, forward-looking view of Thrive’s financial position, investment requirements, risks, and expected benefits. As Strategic Finance Manager, you will help ensure that major programme decisions are supported by rigorous analysis, transparent assumptions, measurable outcomes, and clear financial recommendations.

In This Position, You Will

  • Establish an integrated, multi-year financial forecast for Thrive, bringing together operating, capital, workforce, vendor, and benefits impacts to provide leaders with a complete view of the programme's financial position.
  • Develop decision-ready financial models and business cases, using ROI, DCF, NPV, IRR, payback, scenario analysis, and sensitivity analysis to evaluate major programme decisions, scope changes, investments, and funding requests.
  • Strengthen financial governance and programme controls, establishing consistent reporting standards, assumptions, documentation, forecasting practices, and controls across Thrive initiatives.
  • Build an auditable benefits-realisation framework, working with business owners to define measurable benefits and compare approved, forecast, and realised outcomes against programme commitments.
  • Provide forward-looking financial insights and recommendations, identifying variances, risks, dependencies, and corrective actions early while translating complex analysis into concise executive dashboards and decision papers.
  • Influence major transformation and investment decisions, partnering with project teams, business leaders, Finance, and senior executives to constructively challenge assumptions and ensure investments deliver their intended financial and operational value.

What You'll Bring

Required Qualifications

  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration, Mathematics, Statistics, Engineering, or a related discipline
  • A professional designation such as: Chartered Professional Accountant (CPA),Chartered Financial Analyst (CFA), or an equivalent recognized finance, accounting, or investment credential.Demonstrated experience building complex financial models, business cases, multi-year forecasts, and investment evaluations utilizing Return on Investment (ROI), Discounted Cash Flow (DCF), Net Present Value ( NPV), Internal Rate of Return (IRR), payback period, and cost-benefit methodologies
  • Minimum 5-8 years of progressive experience in Financial Planning & Analysis ( FP&A), Corporate Finance, Strategic Finance, Project Finance, Investment Analysis, Management Consulting, or a related field.

Key Competencies

  • Experience supporting large-scale strategic, operational, technology, or transformation initiatives.
  • Experience measuring and reporting realized benefits against approved business cases using reliable and auditable methodologies.
  • Experience preparing executive-level presentations and communicating recommendations to senior leadership.
  • Experience working with large and complex datasets and collaborating effectively with cross-functional stakeholders.

Preferred Qualifications

  • Master of Business Administration (MBA), Chartered Business Valuator (CBV) and Project Management Professional (PMP) considered an asset
