Digital technologies increasingly shape how communities access information, services, education, livelihoods and opportunities. However, digital exclusion remains a significant barrier, particularly for communities affected by crises, displacement, poverty and other vulnerabilities. While connectivity and access to devices remain critical, digital literacy and skills as they pertain to child rights are essential enablers for individuals and communities to meaningfully participate in digital environments, access services, strengthen resilience and benefit from digital opportunities. UNICEF is exploring the potential development of a digital literacy and skills initiative targeting affected communities, including frontline workers and other relevant stakeholders. To inform strategic decision-making, UNICEF seeks a consultant to undertake a structured scoping exercise to assess the opportunity, define the potential programme model and identify expected impact. The consultancy will provide UNICEF with the evidence base required to determine whether and how such an initiative could be developed, scaled and positioned for future partnerships and investment. The purpose of this consultancy is to conduct a strategic scoping, impact assessment and programme design exercise to define the potential scope, feasibility and value proposition of a UNICEF digital literacy and skills initiative for affected communities. The consultancy will support UNICEF to answer: What problem would the initiative address? Who should be prioritized and why? What impact could realistically be achieved? What programme model would be most effective? What resources, partnerships and capabilities would be required? How could UNICEF position and scale this work? If you would like to know more about this consultancy, please review the complete Terms of Reference here: ToRTMC0004313.pdf Minimum requirements: Education: Advanced university degree in one or more of the following: Digital Development Information and Communication Technology International Development Public Policy Education Social Sciences Development Studies or another closely related field Work Experience: Minimum 8 years of progressively responsible professional experience in digital transformation, digital inclusion, digital literacy, digital skills or programme design. Demonstrated experience conducting strategic assessments, ecosystem mapping and programme scoping. Experience developing programme strategies or implementation frameworks. Experience designing Theory of Change, Results Frameworks and monitoring approaches. Experience working with international organizations, governments, donors and development partners. Experience in humanitarian and development settings. Skills: Digital literacy and digital skills programming. Programme and strategy development. Results-Based Management. Theory of Change development. Monitoring and Evaluation Stakeholder engagement and facilitation. Excellent analytical, writing and presentation skills. Language Requirements: Excellent written and spoken English. Desirables: Experience working with UNICEF or other UN agencies. Experience supporting programmes focused on children and vulnerable populations. Familiarity with digital public goods, digital inclusion and humanitarian programming.
