Role Overview
The Subject Matter Expert (SME) will be deployed to a client project delivered with and for a Customs Government Authority. The candidate will assess the organization’s current cross-border logistics, customs, inspection, enforcement and all end-to-end border-crossing operations. The candidate will also identify opportunities for improvement, and design and implement efficient processes aligned with international best practices. The assessment covers truck lane procedures, checks and inspections, the supporting technologies, the security requirements, and the standard operating procedures, manuals and training that govern how officers perform the work.
The role focuses on delivering practical, sustainable improvements to customs compliance, border operations, and international logistics by establishing standardized processes that improve efficiency, reduce costs, minimize compliance risks, and support long-term operational excellence.
Key Responsibilities
- Conduct a comprehensive assessment of current customs, trade compliance, and cross-border logistics operations.
- Review existing processes and identify operational gaps, inefficiencies, and compliance risks.
- Design and implement optimized processes based on international best practices.
- Develop practical recommendations to improve customs clearance, import, export, and transit operations.
- Evaluate logistics operations across land, air, and sea transportation and recommend process improvements.
- Review customs documentation, procedures, and workflows to ensure compliance with UAE and international regulations.
- Identify opportunities to optimize duties, tariffs, customs classifications, and border procedures.
- Assess the organization’s readiness for programs such as the Authorized Economic Operator (AEO) and recommend improvements where appropriate.
- Prepare process documentation, standard operating procedures (SOPs), and implementation guidelines.
- Provide knowledge transfer and guidance to internal stakeholders to ensure successful adoption of the new processes.
- Deliver a final assessment report, recommendations, and implementation roadmap.
Key Experience:
- Minimum 10 years of experience in international trade, customs compliance, and cross-border logistics.
- Demonstrated expertise managing customs and logistics operations across land, air, and sea borders.
- Strong knowledge of UAE Customs regulations and international trade requirements.
- Proven experience evaluating and optimizing operational processes.
- Demonstrated experience implementing solutions based on international best practices.
- Experience conducting operational assessments and delivering process improvement projects within complex organizations.
- Experience with Authorized Economic Operator (AEO) programs is preferred.
