Job Summary
- This is a 412 Test Wing subject matter expert position capable of performing duties independently to assist in the management of numerous Research Development Test & Evaluation projects. These projects are in a variety of Project Management phases ranging from planning and provisioning to analysis, and reporting. This is a remote preferred position, part time .
- Provides knowledge and experience in acquisition Project Management and general organizational workflow (philosophy, policies, and procedures) to procurement activities, project/program management tasks, acquisition programs and organizational activities. Support will not include counseling, mentoring, judgmental/discretionary decisions, or other activities related to supervision of Government personnel.
- Position provides assistance to the Test Management Group in the management of all 412 TW classified RDT&E projects. Provide expert assistance with research, developmental, test and evaluation (RDT&E) within a special project arena. Assist with providing detailed understanding of local test organization through experience in lab, ground and flight test processes and procedures, safety and environmental planning and execution for ground and flight test operations, and project and business management. Provide assistance with unique, “one-of-a-kind” test platforms with access to airspace, ranges and other test facilities in order to effectively conduct lab, ground and flight test operations.
Roles and Responsibilities
- The Contractor shall provide expert advice, analysis, and assistance in the definition, design, development, documentation, implementation, and continuous improvement of the project management system, leveraging their expertise in IT development, Application Programming Interface (API) development, and no-code/low-code technologies. This shall include, but not be limited to, the design, development, and deployment of customized project management solutions, including applications, templates, workflows, dashboards, and reports, utilizing a range of technologies and tools, including but not limited to, coding languages, APIs, machine learning algorithms, artificial intelligence (AI) techniques, and data analytics platforms. The Contractor shall also develop and maintain a project management information system, utilizing their expertise in data management, data governance, and business intelligence, to support the sharing of best practices and lessons learned across the organization. The project management information system shall include, but not be limited to, data warehousing, data mining, and business analytics capabilities to support data-driven decision-making. Additionally, the Contractor shall develop and maintain project management applications, reporting tools, and dashboards to support project management and test operations, including the development of reports and metrics to measure program performance and progress, such as key performance indicators (KPIs), burn-down charts, velocity metrics, and other relevant metrics. The Contractor shall also apply AI and machine learning techniques to automate project management tasks, such as task assignment, resource allocation, and risk management, and to provide predictive insights and recommendations to support data-driven decision-making. The Contractor shall ensure that all solutions are integrated with existing systems and tools, and are designed to support real-time monitoring, reporting, and decision-making, utilizing techniques such as data visualization, predictive analytics, machine learning, and natural language processing (NLP). The Contractor shall also ensure that all solutions are secure, scalable, and compliant with relevant industry standards and regulations.
- Advise USG representatives of program issues, challenges, and opportunities. Make subject matter expert recommendations for courses of actions to support program initiatives and improvements

Required Skills/Abilities
- Experience in project management for specialized projects in flight test is highly desired and/or other DoD flight test programs for the development and implementation of project cost, schedule, performance, and risk analysis/assessment and management plans.
- A demonstrated ability for analysis and development of project baselines, Statements of Capability, Program Introduction Documents, Flying Hour Program and test schedules, and briefings, reports, and other tasks required for planning, provisioning, and implementation of flight test requirements.
Education and Experience
- This skill level requires over 10 years of experience in the applicable discipline. This skill level typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. This skill level may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Qualification Substitutions:
- Bachelor’s degree or 8 years work experience may be substituted for a degree.
Security Clearance Requirements
- Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift to 15 pounds at times.
Travel required
- Occasional travel - You may be expected to travel for this position for meetings, trainings, and/or site visits.
