Job Summary
Reporting to the Executive Manager of Development Engineering & Construction, the Supervisor of Traffic Planning leads a team of technical and professional staff in the review of development and permit applications, realty related requests and other roadway planning matters from a traffic planning perspective, including traffic impact studies, access modification permits, site plans, and pedestrian and vehicular circulation plans, while ensuring that best practices are followed and the City’s interests and objectives are maintained.
Duties and Responsibilities
Talent Management:
- Provides strategic vision, leadership, direction, professional/technical guidance, coaching and mentorship to the Traffic Planning team members;
- Manages and develops the performance of direct reports including recruitment, development of annual work plans, goals and objectives for each team member, and ensuring quality and production of each individual's work;
- On-boards and trains new staff;
- Follows/tracks trends/changes regarding industry best practices and applicable regulatory regimes, forecasts pressures, and prepares business cases for resources as required; and,
- Oversees, directs and ensures the successful delivery of the Traffic Planning team's duties, responsibilities and workplan deliverables.
Ensuring Compliance:
- Oversees and provides technical leadership to ensure the team’s review of the development applications, permits and realty request comply with guidelines, industry best practices, engineering standards, the City's Official Plan, the Planning Act and its regulations;
- Leads studies to update City guidelines, Zoning regulations, and other matters; and,
- Ensures the traffic planning process remains up to date by developing, implementing and continuously improving the team’s programs, processes, guidelines and standards.
Providing Expertise:
- Regularly attends Planning and Development Committee meetings as a panelist to represent the Planning & Building Department and to provide expertise to the Committee on traffic planning matters;
- Attends meetings with local Councillors, community members, the general public, outside agencies and other external and internal stakeholders as required to represent the City’s traffic planning interests, respond to questions and provide expertise;
- Leads workshops with inter/intra-departmental colleagues to develop solutions to new problems or conflicts related to the creation of new municipal roadways through the land development process; and,
- Manages the review of very large and/or complex development applications.
Monitoring and Reporting:
- Provides expertise and support related to road corridor and access management that include the authoring of corporate reports to the Leadership Team and Committees of Council;
- Ensures coordinated and consistent reporting of issues and communications at all levels; and,
- Oversees the procurement and management of professional consulting services led by the team for the completion of traffic/transportation related studies.
Skills and Qualifications
Education and Experience:
- Post-secondary graduate from a recognized institution with a degree in Civil Engineering, Transportation Engineering or a related engineering or applied science program, or an equivalent combination of post-secondary education, qualifications and experience relevant to the role;
- Professional engineering certification (P.Eng. or applicable Limited Engineering Licence) in good standing with Professional Engineers Ontario is preferred;
- Minimum 8 years related experience with at least 3 years in a leadership role;
- Demonstrated project management experience; and,
- Municipal experience is considered to be an asset.
Knowledge and Expertise:
- In-depth knowledge of traffic planning and traffic engineering principles, practices, guidelines and regulations;
- Broad knowledge of the municipal land development process, including the Planning Act, the City's Official Plan, and the nuances of the various types of development applications; and
- Understanding of key principles traffic modelling, traffic safety, traffic control, roadway corridor management, active transportation, transportation demand management, roadway geometric design, capital planning, and other related disciplines.

- Demonstrated leadership skills and ability to provide guidance and direction to staff while motivating and fostering a strong team;
- Excellent verbal and written communication skills, including the demonstrated ability to deliver presentations to technical and non-technical audiences;
- Strong interpersonal, negotiation and collaboration skills, with a demonstrated ability to develop and foster effective working relationships;
- Demonstrated tact and diplomacy when dealing with the public and elected officials;
- Effective decision making and problem solving skills with the ability to determine an effective course of action that drives progression;
- Strong organizational skills with the ability to manage multiple competing tasks;
- Demonstrated competency in leadership, accountability, customer service, continuous improvement and City's core values - trust, quality and excellence; and,
- Ability to provide self-transportation options to meetings and project sites within Mississauga and Peel.
Hourly Rate/Salary: $ 101,242.00 - $ 134,990.00
