Northrop Grumman is seeking experienced and motivated professionals for the role of a Supply Chain Subcontracts Specialist - Level 3 with experience in supply chain management, procurement, subcontracts administration.

The successful applicant will become a part of Northrop Grumman’s Surveillance & Targeting Business Unit within the Space Sector.

This job is a hybrid position located in Linthicum, MD. The position will require a minimum of 50% on-site presence. This is not a telecommuting/virtual position. No relocation allowance provided.

Responsibilities will encompass the full range of the subcontract acquisition process including preparation and execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures. The ideal candidate will understand the Buyer and the Seller roles in establishing mutually successful business arrangements, with experiences in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration.

The candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, procurement execution/award, finance, and internal customer service.

Ideal candidates are generally experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology. This position is responsible for executing major procurement activities and providing contractual support and documentation to suppliers in support of proposals and programs.

Roles and responsibilities:

  • Sources and procures specialized goods and services, from contract proposal through execution phases.

  • Prepares RFQs, analyzes and evaluates supplier proposals, negotiates pricing and terms & conditions, issues awards, processes modifications and changes notices, and maintains complete purchase order document files in preparation for internal and external audits.

  • Ensures compliance with FAR/DFARS, internal Principles and Operating Practices, contractual flowdowns, import/export regulations, and other applicable public law requirements.

  • Coordinates and collaborates with key stakeholders such as Program Management, Engineering, and Quality to ensure that suppliers are performing in accordance with the scope of work, delivery schedules, and quality requirements.

  • Manages subcontract modifications, including coordination of required additions, deletions, or other modifications or formal documented communication to subcontractors.

  • Executes Non-Disclosure Agreements, Overriding Agreements, Long Term Pricing Agreements, and Undefinitized Contract Actions.

Basic Qualifications:

  • Bachelor's degree and 5 years (Masters with 3 years) of relevant experience in Procurement, Subcontracts, or Supply Chain. Or in lieu of a degree, 9 years of relevant experience in Procurement, Subcontracts, or Supply Chain

  • Must be able to obtain and maintain a TS SCI Clearance

Preferred Qualifications:

  • Supply chain experience for an Aerospace and/or Defense Company.

  • Procurement experience in a manufacturing environment.

  • Procurement or Subcontracts experience.

  • FAR/DFARS or government contracts experience.

  • Experience with ERP systems, preferably SAP.

  • Experience working with high visibility commodities for space programs such as PWBs, CCAs, and cable assemblies.

  • Top Secret SCI Clearance

Primary Level Salary Range: $89,900.00 - $134,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
