BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP supports the Government of Honduras and vulnerable populations through an integrated and phased set of Disaster Risk Financing interventions aimed at strengthening preparedness, enabling timely responses, and building resilience to climate-related hazards, particularly droughts and excessive rainfall events.

As part of this approach, WFP has promoted the design and implementation of a parametric microinsurance product against drought and excessive rainfall for smallholder basic grains producers, contributing to livelihood protection, income stabilization, and food and nutrition security. A key milestone in this strategy was the implementation of AGROSEGURO, the first parametric microinsurance product approved in Honduras, officially authorized in January 2025. The product was developed and implemented in partnership with the Ministry of Agriculture and Livestock (SAG), Aseguradora Rural, and Microrisk.

During its first year of implementation, AGROSEGURO provided coverage against drought and excessive rainfall to 1,910 smallholder basic grains producers, 39 percent of whom were women, across seven departments of the country. In addition, all insured producers participated in capacity-strengthening processes on disaster risk management and were linked to financial services through the opening of savings accounts.

As a result of the climate events recorded in 2025, the mechanism triggered indemnity payments totaling USD 13,758, benefiting 276 producers and contributing to strengthening their early recovery capacities and planning for subsequent agricultural cycles.

This experience represents a significant innovation for the Honduran agricultural sector and generates important lessons for strengthening future financial protection mechanisms against climate risk. In this context, WFP requires comprehensive systematization and evaluation of the pilot’s design and implementation process to document results, identify lessons learned, and generate recommendations for its scale-up and sustainability.

The systematization of the AGROSEGURO experience will allow for a critical analysis of the design, implementation, and operation process of the first parametric microinsurance product approved in Honduras, identifying achievements, challenges, innovations, lessons learned, and opportunities for improvement.

Beyond documenting the experience, the aim is to generate useful knowledge to inform decision-making, strengthen the design of future risk financing programmes, and provide inputs for the sustainable scale-up of financial protection mechanisms targeting smallholder producers vulnerable to the effects of climate change.

This systematization will also make it possible to capture relevant institutional learning for WFP, its implementing partners, and the national entities involved in climate risk management.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Methodological design and planning of the systematization and evaluation

  • Desk review.

  • Meetings with WFP and key stakeholders.

  • Development of the conceptual and methodological framework.

  • Design of data collection tools.

  • Development of the systematization and evaluation matrix.

  • Definition of analysis criteria and evaluation questions.

  • Stakeholder mapping.

2. Reconstruction and analysis of the AGROSEGURO parametric microinsurance experience

  • Interviews and focus groups.

  • Chronological reconstruction of the pilot’s design, development, regulatory approval, and implementation process.

  • Analysis of the product design.

  • Review of eligibility criteria, coverage, parametric index, trigger mechanisms, and regulatory process.

  • Identification and analysis of strengths, weaknesses, limitations, and adjustments required in the product design, coverage offered, eligibility criteria, and thresholds.

  • Analysis of the enrolment, training, monitoring, trigger events, and indemnity payment process.

  • Identification of milestones, adjustments, key decisions, and lessons learned during implementation.

  • Assessment of producers’ satisfaction with and understanding of the product.

3. Evaluation of performance, results, and operational processes

  • Analysis of primary and secondary information.

  • Assessment of roles, responsibilities, gaps, and concrete actions to strengthen coordination among WFP, the Government, the insurer, and partners.

  • Evaluation of relevance, effectiveness, efficiency, sustainability, innovation, and institutional coordination.

  • Identification of good practices, challenges, bottlenecks, and success factors.

  • Cross-cutting gender and inclusion analysis to identify barriers, opportunities, and differentiated results in access to and use of the microinsurance product.

4. Formulation of recommendations and action plan for strengthening and scale-up

  • Validation of findings.

  • Development of strategic, technical, and operational recommendations.

  • Identify the regulatory, operational, financial, and institutional actions required to expand AGROSEGURO.

  • Identification of actions required for sustainability and scale-up.

  • Participatory development of an Action Plan with responsible parties, timelines, required resources, monitoring indicators, and priority level.

  • Validation and dissemination workshop.

  • Develop viable gradual scale-up scenarios by geographic coverage, number and profile of producers, crops, and hazards, identifying for each scenario the institutional, technical, financial, and regulatory requirements, as well as the main risks and mitigation measures.

Month 1 (Weeks 1–4)

  • Desk review, initial meetings, stakeholder mapping, methodological design, development of instruments, and work plan.

  • Remote (home-based)

Month 2 (Weeks 5–8)

  • Information gathering, interviews, focus groups, reconstruction of the AGROSEGURO experience, analysis of the product design, enrolment processes, and institutional coordination.

  • In-person fieldwork in Honduras

Month 3 (Weeks 9–12)

  • Evaluation of the model’s performance, analysis of results, producer satisfaction, sustainability, gender and inclusion, identification of lessons learned, and opportunities for improvement.

  • Remote (home-based)

Month 4 (Weeks 13–16)

  • Validation of findings, formulation of recommendations, participatory development of the Action Plan, socialization workshop, and design and editing of final products.

  • Remote (home-based)

DELIVERABLES AT THE END OF THE CONTRACT:

Deliverable 1. Methodological design and work plan:

Includes methodology, timeline, conceptual framework, systematization and evaluation matrix, analysis criteria, data collection tools, and mapping of key stakeholders. The methodology shall include at least one workshop to validate findings and recommendations with WFP and key stakeholders, as well as explicit triangulation mechanisms across documentary, quantitative, and qualitative sources.

Deliverable 2. Report on the reconstruction and analysis of the experience:

Includes a description of the implementation cycle, milestones, stakeholders involved, preliminary analysis of critical processes, strengths, weaknesses, and opportunities for improvement.3. Reviewed and/or drafted Operational Plans and Final Implementation Plans for COs.

Deliverable 3. Evaluation and systematization report (draft):

Includes analysis of the model’s performance, results achieved, effectiveness of processes, opportunities for improvement, lessons learned, and preliminary recommendations.5. Contributions to at least one resource mobilization proposal per year for each workstream

Deliverable 4. Final systematization, evaluation, and Action Plan report:

Includes the designed final report, executive summary, executive presentation, recommendations matrix, Action Plan for strengthening, sustainability, and scale-up of AGROSEGURO, monitoring indicators, technical brief or infographic, and knowledge management products in editable and PDF versions. The final report shall be submitted in Spanish, in editable formats and accessible PDF, accompanied by anonymized databases, applied tools, analysis matrix, interview and focus group records without personal data, executive presentation, and graphic summary. Editable files and ownership of the products shall be transferred to WFP. The Plan shall include, at a minimum, prioritized actions, responsible and co-responsible parties, timeframe, required resources or potential funding source, indicators and means of verification, risks or assumptions, and priority level.7. All reporting requirements fullfilled.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University degree in social sciences, economics, business administration, agronomy, risk management, rural development, finance, law, project evaluation, or related fields. Postgraduate studies related to programme and project evaluation, project management, climate resilience, risk financing and transfer, agricultural or climate insurance, climate change adaptation, international development, public policy, or related fields are desirable. Specialized training in disaster risk management, financial protection, or insurance mechanisms will be considered an asset.

Experience:

  • Minimum five (5) and maximum ten (10) years of progressively responsible professional experience in agricultural or climate insurance, disaster risk financing or transfer, programme evaluation, or other directly related fields, including proven experience in at least one consultancy, project, or evaluation related to parametric insurance.

  • Experience in evaluations, systematizations, knowledge management, or institutional learning.

  • Experience in climate resilience, climate change adaptation, or rural development projects.

  • Experience in applied research using mixed methodologies, both qualitative and quantitative.

  • Knowledge and experience in institutional analysis, multi-stakeholder coordination, and public policy formulation and implementation processes related to agriculture, risk management, or climate finance.

  • Experience working with international organizations, donor-funded programmes, or United Nations system agencies.

  • Experience in Latin America and the Caribbean, particularly in initiatives related to agricultural or climate insurance, will be considered an asset.

Knowledge & Skills:

  • Strong knowledge of agricultural insurance, climate insurance, and disaster risk transfer and financing mechanisms.

  • Demonstrated ability to analyse socioeconomic and financial information.

  • Excellent writing and report-writing skills.

  • Experience in facilitating participatory processes.

  • Ability to formulate evidence-based strategic recommendations.

  • Experience in the design and evaluation of risk transfer instruments.

  • Experience in developing knowledge management and strategic communication products.

  • Demonstrated ability to present findings, formulate evidence-based strategic recommendations, and facilitate validation and consultation workshops.

Languages:

Excellent written and spoken command of Spanish.
