Recruitment Lead – Transformation & Talent Acquisition

Location: CRC (Central Remedial Clinic) – Clontarf

Hybrid working: 3 days on site – 2 remote

Salary: Department of Health Salary applies, Clerical Grade VII €61,219 – €79,583

Recruitment is a critical enabler of this transformation, supporting workforce sustainability, service delivery excellence, and organisational growth.

The Recruitment Lead will play a pivotal role in designing and implementing a best-in-class Talent Acquisition function that supports CRC's strategic objectives and enhances the candidate, hiring manager, and employee experience.


Role Purpose

The Recruitment Lead will be responsible for leading the transformation of recruitment practices across CRC, developing and implementing a modern, scalable, and data-driven Talent Acquisition strategy capable of delivering high-volume recruitment across clinical, health, social care, corporate, and support service functions.

This role will drive significant organisational change, standardising recruitment processes, enhancing employer branding, strengthening workforce planning, and building consultative hiring partnerships with senior leaders across the organisation.

The successful candidate will combine strategic leadership with operational excellence, delivering measurable improvements in recruitment performance, candidate quality, hiring efficiency, and stakeholder satisfaction.


Key Responsibilities


Recruitment Transformation

  • Lead the design and implementation of a company-wide recruitment transformation programme.
  • Develop and embed a best-practice Talent Acquisition strategy aligned with CRC's strategic and workforce objectives.
  • Review, redesign, and standardise end-to-end recruitment processes to improve efficiency, quality, compliance, and candidate experience.
  • Introduce innovative recruitment technologies, assessment methodologies, and talent acquisition best practices.
  • Drive continuous improvement initiatives that enhance recruitment outcomes and organisational capability.


Talent Acquisition Strategy

  • Develop workforce attraction strategies to address current and future talent needs.
  • Create targeted sourcing strategies for difficult-to-fill clinical, healthcare, and specialist positions.
  • Build robust talent pipelines for key and critical roles.
  • Develop and execute innovative employer branding and talent attraction campaigns.
  • Monitor labour market trends and advise leadership on emerging recruitment challenges and opportunities.


Recruitment Delivery

  • Execute high-volume recruitment campaigns across multiple disciplines and service areas.
  • Ensure recruitment activity supports organisational growth and service delivery requirements.
  • Deliver recruitment outcomes within agreed service levels and workforce plans.
  • Oversee the effective management of permanent, temporary, and contract recruitment requirements.
  • Ensure compliance with public sector recruitment standards, employment legislation, and regulatory requirements.


Stakeholder Management

  • Build strong consultative partnerships with Executive Leadership Team members, Directors, Service Managers, and Hiring Managers.
  • Act as a trusted advisor on workforce planning, recruitment strategy, talent attraction, and selection methodologies.
  • Challenge and influence stakeholders to adopt best-practice recruitment approaches.
  • Partner with HR, Finance, and operational leaders to support workforce planning and organisational transformation initiatives.


Assessment and Selection Excellence

  • Champion best practice interview and assessment methodologies.
  • Design and implement competency & values based interview frameworks across the organisation.
  • Train and support hiring managers in effective recruitment and selection techniques.
  • Ensure fairness, consistency, diversity, equity, and inclusion principles are embedded throughout the hiring process.


Performance Management and Reporting

  • Develop recruitment KPIs, dashboards, and performance measures.
  • Monitor and report on recruitment performance, including:
  • Provide regular reports and strategic insights to the CEO, Executive Leadership Team, and Senior Leadership Team.
  • Use data analytics to identify trends, risks, and opportunities for improvement.
  • Develop, and inspire the organisation to deliver exceptional outcomes.
  • Foster a high-performance, customer-focused culture within the Talent Acquisition team.
  • Build recruitment capability across the organisation through coaching, training, and leadership.


Essential Experience

  • Considerable experience in In-house Talent Acquisition or Strategic Recruitment roles.
  • Proven experience leading large-scale recruitment transformation programmes.
  • Demonstrated success in designing and implementing Talent Acquisition strategies within complex organisations
  • Fast paced corporate recruitment environment with direct sourcing and attraction experience
  • Fluent English written and spoken skills
  • Right to work in Ireland


Essential Knowledge and Skills

  • Expert knowledge of Talent Acquisition best practices and emerging recruitment trends.
  • Strong understanding of competency & values based interviewing and assessment methodologies..
  • Strong analytical capability with experience using recruitment data to drive decision-making.
  • Exceptional stakeholder management and relationship-building skills.
  • Ability to operate strategically while maintaining delivery focus.
  • Strong project and change management experience.
  • Excellent presentation and communication skills.


Desirable

  • Experience delivering high-volume recruitment within the public sector, healthcare, health services, disability sector, or similarly regulated environments.
  • Strong experience in recruitment process design, optimisation, and implementation.
  • Experience developing recruitment KPIs, performance frameworks, and executive-level reporting.
  • Proven ability to manage senior stakeholders and influence at Executive and Board level.
  • Experience leading recruitment through periods of change and transformation.
