D&G is seeking an experienced Talent Acquisition Manager to lead and own our recruiting function. This hands-on leadership role is responsible for developing recruiting strategy, managing recruiting resources, supporting proposal efforts, and building talent pipelines that meet D&G’s current and future workforce needs.

Working closely with Program Management, Human Resources, Business Development, Security, and leadership, the Talent Acquisition Manager will oversee recruiting across funded, contingent, proposal, and cleared hiring. The ideal candidate brings strong federal government contracting experience, has managed recruiters or recruiting partners, and understands the unique demands of GovCon hiring.

What You Will Do

  • Develop and execute D&G’s talent acquisition strategy in alignment with contract requirements, business priorities, and anticipated growth.
  • Lead and manage internal and contract recruiting resources, including assigning requisitions, setting priorities, monitoring workloads, and holding recruiters accountable for results.
  • Determine when and how to use contract recruiters, staffing firms, job boards, and other external recruiting resources.
  • Partner with hiring managers to define position requirements, develop sourcing strategies, and move candidates efficiently through the selection process.
  • Recruit directly for senior-level, specialized, difficult-to-fill, and high-priority positions as needed.
  • Collaborate with Business Development, Capture, and proposal teams to develop staffing strategies for new opportunities and recompetes.
  • Source and engage candidates for key personnel and priority proposal positions and coordinate resumes, qualification reviews, letters of commitment, and contingent offers.
  • Build and maintain proactive talent pipelines for recurring, specialized, cleared, and mission-critical positions.
  • Establish relationships with professional associations, military transition programs, universities, employee referral sources, and other talent channels.
  • Monitor recruiting performance, including requisition aging, time to fill, candidate flow, offer acceptance, source effectiveness, recruiter capacity, and recruiting costs.
  • Ensure recruiting activities and documentation comply with applicable employment laws, OFCCP requirements, and federal contractor recordkeeping obligations.
  • Promote a professional, responsive, and consistent experience for candidates and hiring teams.

What We Are Looking For

  • Bachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
  • Ten or more years of progressive recruiting or talent acquisition experience.
  • Demonstrated recruiting experience within the federal government contracting industry.
  • Three or more years of experience leading recruiters, recruiting teams, contractors, or staffing partners.
  • Experience recruiting for technical, professional, specialized, and/or cleared positions.
  • Strong understanding of GovCon staffing requirements, including labor categories, key personnel qualifications, security clearances, and contract-driven hiring timelines.
  • Experience using applicant tracking systems, sourcing tools, job boards, and recruiting metrics.
  • Strong leadership, communication, organization, negotiation, and relationship-management skills.
  • Ability to manage multiple priorities, make sound decisions, and operate effectively in a fast-paced environment.
