Job Description
Oversee staff responsible for system configuration solution delivery to meet business requirements in support of the Blue Cross Blue Shield of North Carolina enterprise strategy. Lead the analysis, development, and implementation of initiatives related to the modification and re-engineering of processes and systems to meet corporate and departmental objectives, and improve system performance and user efficiency.People Management
- Handle performance management, mentoring, conflict resolution, motivating and engaging employees. Lead growth and development of personnel with career development, performance management, and succession planning.
- Conduct effective resource management in a very fluid, dynamic environment to ensure all project goals are delivered as committed. This includes management of temporary/contract resources, and planning and staffing of resources are adequately aligned to address business initiatives.
- Monitor the performance & metrics of team members and departmental Service Level Agreement (SLA) is met.
- Responsible for ensuring that the staff utilizes standard methodologies for support processes and procedures including tools and techniques to optimize performance.
- Provide direction to a team supporting business initiatives and system improvements to ensure appropriate system configuration solutions by utilizing top-level functional/system configuration knowledge of and global expertise with industry relevant systems/applications.
- Provide feedback on status and issues to upper management to ensure clear and timely communications for all delivery work.
- Understand the department, division, and corporate goals and vision; be a leader and advocate for change and improvement in the organization.
- Delegate tasks and activities to the appropriate individuals based on their skills, roles and interests. Provide guidance and instructions when delegating. Request that direct reports think through issues and reach a tentative decision before asking for help.
- Support open communication between employees and champion an environment where teammates support and help each other. Ensure that employee morale stays high and any employee issues are addressed expeditiously.
Business Testing and Configuration Release Management
- Review and approve the test plan built by various test teams to ensure test coverage based on the configuration solution delivered.
- Ensure configuration solution delivered is unit tested by the team and thereby reduce the defect rate of downstream testing phases.
- Ensure configuration data migration is per configuration release process established.
- Serve as point of contact for business testing activities and influence testing strategy to ensure testing appropriately meets business requirements
- Analyze and verify results for accuracy, relevance and completeness.
- Provide impact assessments and make recommendations to the business owner regarding issues, risks, etc.
- Coordinate with IT and business operations team to support system upgrades, security changes, and architectural enhancements as needed.
System Configuration
- Lead the analysis, development, configuration, and maintenance of most complex and highly critical system tables and data elements across multiple system environments.
- Coordinate and monitor configuration for accuracy and compliance to change control processes.
- Review and approval of system configuration run by the delivery team.
Project/Program and Operations Support
- Participate in discussions with the business and IT on projects and initiatives to elicit requirements while considering configuration capabilities of the system/application and ensuring an integrated approach is used.
- Act as configuration delivery Lead on broad, highly complex corporate projects or initiatives.
- Facilitate project intake, including scheduling of projects.
- Review and approve configuration specifications.
- Lead the delivery of implementation and post implementation support to the project/program and operations work.
- Ensure smooth transition of work between projects and operations.
- Deliver ongoing user support for the most advanced and/or complex ad hoc questions, inquiries, and service requests.
Hiring Requirements
• Bachelor's degree or advanced degree (where required)
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.
Salary Range
