How can you make a difference?

The consultant will provide technical support to MoPSE in the preparation of the 2026 Education Sector Performance Report (ESPR) and in the technical preparation, documentation and reporting of the 2026 Joint Sector Review (JSR). The consultant will work closely with MoPSE’s Planning and Research Department, UNICEF, relevant education sector stakeholders and the designated JSR meeting facilitator.

Minimum requirements:

  • Minimum requirements:
  • Education: Master`s degree in one of the following fields: Education, Social Sciences and other related fields
  • Work Experience: A minimum of five (5) years’ experience working in a development context
  • Knowledge/Expertise/Skills:
  • Sound knowledge of the planning and policy making processes in the public sector or government
  • Ability to engage and work with a variety of stakeholders. (Government, development partners, civil society)
  • Good communication and facilitation skills, with fluency in spoken and written English.
  • Analytical, with good computer and data analysis skills
  • Good interpersonal skills and ability to support multi-disciplinary teams in a multi- cultural environment
  • Language Requirements:
  • Good oral and written communication skills in English, with good report writing skills.
  • Knowledge of Shona and/or Ndebele is an added advantage.
  • Desirables: Familiarity with the Zimbabwean education context and previous experience in the same field

  • A detailed technical proposal : Understanding of the assignment: Understanding of the objectives, scope, expected outputs and key requirements of the consultancy, including the 2026 ESPR and JSR.
    Strategy, methodology and approach: Proposed approach for analysing sector performance data and evidence, preparing and validating the ESPR, developing JSR technical materials, engaging stakeholders, and documenting the JSR. Include a
    brief workplan and timelines. Educational background: Relevant academic qualifications and areas of specialisation in
    education, social sciences or related fields. Individual and technical competency: Relevant professional experience and demonstrated competencies in education sector planning and performance analysis, data analysis, stakeholder
    engagement, facilitation and evidence-based report writing.
