Position Overview Index Analytics is seeking a Program Technical Lead to provide technical leadership and solution architecture guidance for a software delivery team supporting federal health programs. This role is responsible for guiding technical execution, aligning architecture decisions with program and client needs, mentoring developers, and helping the team deliver secure, scalable, and maintainable applications across the presentation, application/API, and data layers. This role is primarily focused on delivery team leadership and solution architecture. Hands-on engineering contributions and business development support may occur as needed but are secondary to program delivery responsibilities. The successful candidate will combine strong technical judgment, practical delivery experience, and the ability to translate complex technical and business needs into clear architecture direction, implementation guidance, and delivery decisions. Responsibilities Lead the technical execution of software delivery workstreams in partnership with project managers, product owners, business analysts, developers, QA analysts, architects, and DevSecOps staff. Provide day-to-day technical direction to developers and help ensure delivery commitments are met. Translate business needs, user stories, and technical requirements into actionable design and implementation guidance. Help prioritize technical work, identify dependencies, manage technical risks, and resolve delivery blockers. Communicate technical progress, risks, tradeoffs, and recommendations to project leadership and stakeholders. Guide solution architecture for cloud-based applications, APIs, integrations, and data-connected systems. Define and document architecture decisions, design patterns, technical approaches, interface specifications, and implementation standards. Ensure solutions are secure, scalable, maintainable, testable, and aligned with federal client requirements. Evaluate technical options and clearly explain the benefits, risks, constraints, and tradeoffs of proposed approaches. Support system design across the presentation, application/API, and data layers. Promote engineering best practices across design, development, testing, deployment, and support activities. Mentor developers on architecture, design patterns, coding standards, API design, cloud development practices, and troubleshooting. Review technical designs, documentation, and implementation approaches for quality, consistency, and maintainability. Partner with QA and DevSecOps team members to support automated testing, CI/CD, infrastructure-as-code, security, and release readiness. Provide hands-on development, API design, troubleshooting, technical documentation, or defect resolution support when needed to meet delivery priorities. Develop or review API specifications using Swagger/OpenAPI or similar tools. Periodically support proposal, capture, prototype, or corporate innovation efforts by contributing technical solution content, reviewing technical approaches, or participating in technical presentations. Qualifications Required U.S. citizen or authorized to work in the United States; must have lived in the United States for three of the last five years and be able to obtain a U.S. federal government client badge and Public Trust clearance. Bachelor’s degree in computer science, engineering, information systems, or a related technical discipline, or equivalent professional experience. 10+ years of software development, systems design, technical delivery, or solution architecture experience. Experience leading or providing technical direction to software delivery teams. Experience designing or delivering cloud-based applications, APIs, integrations, or data-connected systems. Experience supporting CMS programs or CMS-related federal health IT delivery environments. Experience designing, developing, or delivering applications and services in Amazon Web Services (AWS) environments. Experience with REST APIs, API-first design concepts, and API documentation tools such as Swagger/OpenAPI. Working knowledge of relational databases, SQL, and common application data integration patterns. Experience working in Agile delivery environments. Strong written and verbal communication skills, including the ability to explain complex technical concepts to technical and non-technical stakeholders. Strong analytical, troubleshooting, and technical decision-making skills. Preferred Experience supporting non-CMS federal health, public-sector, or federal contracting environments. Experience with federal security, lifecycle, accessibility, or compliance considerations. Experience with DevSecOps practices, CI/CD tools, automated testing, infrastructure-as-code, or secure software delivery. Familiarity with tools such as GitHub, Jenkins, SonarQube, Snyk, JFrog Artifactory, Terraform, or similar. Experience with cloud data platforms such as Redshift, Snowflake, Databricks, or similar. Experience contributing to proposals, technical solution narratives, prototypes, proofs of concept, or customer-facing technical presentations. Familiarity with human-centered design, product strategy, AI/ML, or emerging technology prototyping.
