Job Title: Technical Project Manager
Clearance Required: Public Trust (Federal Client requires US Citizenship)
Work Location: Hybrid, Washington, DC
The Technical Project Manager (TPM) provides high-level governance, strategic roadmapping, and operational oversight for ERO programs and special projects. This role requires the strategic capacity to lead enterprise-wide IT modernization and cloud-based initiatives, alongside the tactical agility to step into, stabilize, and manage critical operational processes. The TPM serves as the primary bridge between technical delivery, operational compliance, and federal leadership, ensuring that every project is delivered with transparency, consistency, and alignment with ERO mission objectives.
Key Responsibilities:
- Strategic Roadmapping & Governance:
- Program Strategy: Partner with federal leadership to define long-term strategic roadmaps, prioritize IT initiatives, and perform resource planning to ensure consistent, high-quality delivery.
- Project Lifecycle Oversight: Direct complex ERO special projects from inception through deployment. Define technical requirements, manage enterprise risks, and ensure adherence to change management and cybersecurity standards.
- Operational Integration: Act as ad hoc project lead for the 287(g) support team, capable of stepping into operational workflows to resolve bottlenecks, maintain process continuity, and mentor the team during high-volume periods.
- Reporting & Performance Management:
- Status Reporting: Deliver status reporting on activities, milestones, and deliverables.
- Actionable Advisory: Provide senior leadership with actionable assessments. Identify system-level issues, propose data-driven solutions, and translate complex technical challenges into clear briefings for non-technical stakeholders.
- Process Oversight:
- Quality & Standards: Enforce rigorous adherence to federal frameworks, policies, and practices.
- Stakeholder Facilitation: Lead high-level stakeholder meetings, driving action items to completion. Manage the flow of information to ensure transparency and institutional knowledge retention during project transitions.
Required Qualifications:
Required Experience/Skills:
- Experience: 10+ years of experience managing enterprise IT projects (IT modernization, cloud initiatives, or technology refresh).
- Operational Versatility: Proven ability to manage both high-level strategic/cloud projects and granular, process-heavy operational support teams.
- Compliance Literacy: Demonstrated knowledge in Change Management, Risk Management, and Cybersecurity compliance within a federal/DHS context.
- Communication: Ability to craft executive-level dashboards, strategic roadmaps, and information radiators that communicate technical progress to diverse audiences.
- Analytical Skills: Strong background in requirements elicitation and assessing deliverables for strict satisfaction of technical and regulatory requirements.
Preferred Qualifications:
- PMP (Project Management Professional) or equivalent high-level certification.
- Experience in a SAFe (Scaled Agile Framework) or similar enterprise-scale environment.
- Recent or active DHS/ICE experience is strongly preferred.
Required Education:
- Bachelor’s degree in business or an IT related field, which can be substituted for technical certifications or relevant experience.
Salary and Benefit Information:
The likely salary range for this position is $112,000- $155,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
