Koniag IT Systems, LLC a Koniag Government Services company, is seeking an experienced Technical Writer / Documentation Specialist to support the Department of the Air Force (DAF) in advancing its enterprise Identity, Credential, and Access Management (ICAM) capabilities. This position will provide dedicated technical writing, documentation development, and report production support across three concurrent System Enhancement Studies under Task Order 0003, covering Contested, Degraded, and Operationally Limited (CDO-L) ICAM environments, Non-Person Entity (NPE) Governance and Management, and the DAF365 Joiner, Mover, Leaver (JML) Transformation Framework. The ideal candidate is a skilled technical communicator with demonstrated experience producing formal Government deliverable reports, architectural documentation, and policy-aligned technical content in support of Defense IT programs, with the ability to synthesize complex, multi-disciplinary engineering and governance inputs into clear, well-structured, and Government-ready documentation products.
*Note – This is for a 120-day study. All personnel assigned to this effort must hold a final security clearance.
The Technical Writer / Documentation Specialist will serve as the primary documentation authority across all three studies within the DAF ICAM System Enhancement Studies effort, working in close coordination with the Program Manager, Study Lead Engineers, Identity Architects, and Subject Matter Experts (SMEs) to translate complex technical findings, architectural analyses, governance frameworks, and cost estimates into polished, Government-ready Technical Study Reports and supporting documentation. The Technical Writer / Documentation Specialist will be responsible for the quality, consistency, clarity, and formatting of all written deliverables produced under the task order, ensuring each report meets Government documentation standards and is structured to enable efficient Government review and compliance verification.
Principal responsibilities will include but are not limited to:
- Serve as the primary author and documentation coordinator for all three Technical Study Reports produced under Task Order 0003, including the CDO-L Technical Study Report (due 45 calendar days after award), the NPE Governance and Management Strategy Technical Study Report (due 60 calendar days after award), and the DAF365 JML Transformation Framework Technical Study Report (due 90 calendar days after award).
- Establish and maintain a consistent documentation framework, style guide, and formatting standard across all three study reports, ensuring visual consistency, logical structure, and adherence to Government deliverable formatting requirements throughout the study period.
- Conduct structured interviews and working sessions with Study Lead Engineers, Identity Architects, and SMEs to extract, clarify, and accurately capture complex technical content for incorporation into study report drafts.
- Translate technical inputs from engineers, architects, security compliance SMEs, Microsoft identity SMEs, and cost analysts into clear, precise, and accessible written content suitable for both technical Government reviewers and senior non-technical Government decision-makers.
- Develop and maintain a documentation production schedule aligned with each study's deliverable deadline, including internal draft completion milestones, SME review cycles, Program Manager approval gates, and Government submission dates.
- Draft, edit, and finalize all sections of the CDO-L Technical Study Report, including the requirements review and gap analysis, on-premises replication and caching architectural analysis, attribute transfer and synchronization methodology, software component and licensing identification, phased implementation roadmap, ROM cost estimate documentation, and draft Performance Work Statement for a subsequent implementation Task Order.
- Draft, edit, and finalize all sections of the NPE Governance and Management Strategy Technical Study Report, including the Executive Summary and leadership business case, NPE attribute schema and naming standards, enterprise NPE discovery and integration architecture, SailPoint IGA lifecycle governance and workflow designs, target architecture and Zero Trust integration map, phased implementation roadmap, and ROM cost estimate documentation.
- Draft, edit, and finalize all sections of the DAF365 JML Transformation Framework Technical Study Report, including the attribute sanitization and normalization workflow documentation, direct Microsoft Entra ID integration architecture, JML event-driven group management architecture, base-level administrator delegation procedural framework, phased implementation roadmap, and ROM cost estimate documentation.
- Develop and maintain traceability matrices for each study report, ensuring every PWS requirement is explicitly addressed within the report structure and that Government reviewers can confirm compliance without extensive cross-referencing.
- Coordinate with the Security / Compliance SME to ensure all compliance mapping sections, regulatory reference citations, and policy alignment documentation within each report are accurate, current, and correctly formatted.
- Coordinate with the Pricing / Licensing Analyst to ensure ROM cost estimate documentation, licensing analysis findings, cost assumption registers, and cost driver narratives are clearly presented and consistently formatted across all three study reports.
- Coordinate with the Microsoft Identity SME to ensure Microsoft platform architectural diagrams, integration specifications, and configuration requirement documentation are accurately represented and clearly explained within study report content.
- Develop supporting documentation artifacts including architectural diagrams, process flow diagrams, data flow diagrams, and decision matrices in coordination with Study Lead Engineers and Identity Architects, ensuring visual documentation assets are professional, accurate, and consistent with report content.
- Manage the internal review and revision cycle for each study report, tracking SME and Program Manager review comments, coordinating resolution of conflicting inputs, and maintaining version control across all draft iterations.
- Prepare draft reports for Government submission in advance of final delivery deadlines to allow sufficient time for Government review and revision cycles within each study's Period of Performance.
- Incorporate Government review feedback into revised report drafts, coordinating with technical SMEs to resolve substantive comments requiring engineering input while directly addressing editorial and formatting comments.
- Maintain a master documentation repository for all study deliverables, draft iterations, review comment logs, and supporting reference materials throughout the task order Period of Performance.
- Support the preparation of draft Performance Work Statements for subsequent implementation Task Orders, providing document structure, formatting, and editorial support to ensure PWS drafts meet Government acquisition document standards.
- Assist the Program Manager in preparing program status communications, meeting minutes, and internal coordination documents as required throughout the study period.
Education and Experience:
Required:
- Bachelor's degree in English, Technical Communication, Journalism, Information Systems, or a related field from an accredited college or university.
- 5+ years of experience in technical writing or documentation development in support of Defense or Federal government IT programs.
- Demonstrated experience producing formal Government deliverable reports, technical study reports, or equivalent documentation products for Defense or Federal agency programs.
- Experience working within cross-functional engineering and technical teams to gather, synthesize, and document complex technical content.
- Active Secret security clearance (final adjudication required prior to assignment).
Preferred:
- Master's degree in Technical Communication, English, Information Systems, or a related field.
- 7+ years of experience supporting technical documentation for Defense IT, cybersecurity, or enterprise software modernization programs.
- Experience producing technical documentation for identity and access management, cybersecurity, or enterprise ICAM programs within the DoD or Federal government.
- Experience developing Government deliverable documentation under Contract Data Requirements List (CDRL) reporting requirements.
Required Skills and Competencies:
- Demonstrated ability to produce clear, precise, and well-structured formal technical reports and Government deliverable documentation suitable for senior Government program managers, contracting officers, and technical reviewers.
- Strong ability to synthesize complex, multi-disciplinary technical inputs from engineers, architects, and SMEs into cohesive, logically organized documentation that accurately represents the underlying technical content.
- Proficiency in Microsoft Word, including advanced formatting, styles management, table of contents generation, cross-referencing, and document version control, for producing professional Government deliverable documents.
- Proficiency in Microsoft PowerPoint for development of executive summary briefings, architectural overview presentations, and supporting visual documentation assets.
- Experience developing and maintaining traceability matrices that map document content to source requirements, ensuring complete and verifiable PWS compliance documentation.
- Ability to develop and manage a documentation production schedule across multiple concurrent deliverables with staggered deadlines, including internal milestone tracking and SME review coordination.
- Experience coordinating multi-contributor document review cycles, tracking review comments, managing version control across draft iterations, and coordinating resolution of conflicting technical inputs.
- Familiarity with architectural diagram and process flow diagram development tools such as Microsoft Visio, Lucidchart, or equivalent, sufficient to develop and refine visual documentation assets in coordination with technical SMEs.
- Sufficient familiarity with enterprise IT, cybersecurity, and identity and access management concepts to accurately represent complex technical content without requiring engineers to rewrite documentation from scratch.
- Strong attention to detail with the ability to maintain consistency in terminology, formatting, citation style, and document structure across multiple large, complex technical reports produced concurrently.
- Ability to work collaboratively within a cross-functional team environment under the direction of a Program Manager and in close coordination with study lead engineers, identity architects, security compliance SMEs, and cost analysts.
- Exceptional communication skills in English—both written and oral—with the ability to conduct productive technical interviews and working sessions with subject matter experts and to communicate documentation requirements and status clearly to program leadership.
- Ability to obtain and maintain a Secret security clearance.
Desired Skills and Competencies:
- Experience developing technical documentation for identity and access management platforms including Okta, SailPoint, or Microsoft Entra ID in Defense or Federal government program contexts.
- Familiarity with DoD and DAF documentation standards, including applicable CDRL data item description (DID) requirements for technical study reports and engineering analysis deliverables.
- Experience developing draft Performance Work Statements or other Government acquisition documents for Defense IT programs, including familiarity with PWS structure, requirement statement standards, and Government formatting conventions.
- Knowledge of DoD and DAF cybersecurity and ICAM policy frameworks at a level sufficient to accurately represent regulatory compliance mapping content within technical study reports.
- Experience developing architectural diagrams and process flow documentation for enterprise identity management, Zero Trust architecture, or cybersecurity program contexts.
- Familiarity with Agile documentation practices and experience supporting documentation production within Agile or hybrid Agile/Waterfall program environments.
- Experience using collaboration and document management platforms such as Microsoft SharePoint, Confluence, or equivalent tools for document repository management and collaborative review workflows.
- Experience supporting Section 508 compliance review and remediation for Government deliverable documents.
- Certified Professional Technical Communicator (CPTC) or equivalent professional technical communication certification.
- Society for Technical Communication (STC) membership or equivalent professional community engagement demonstrating commitment to technical communication best practices.
- Experience supporting DAF, Air Force, or Space Force IT modernization, cybersecurity, or ICAM documentation programs.
- Familiarity with Government contract deliverable processes, including CDRL submission procedures, Government review and comment resolution cycles, and final acceptance workflows.
