Transmission Line Engineer 5

Primary Purpose

The expert-level Engineer - independently develops and applies advanced engineering techniques, concepts and approaches to complex and unique engineering problems. A person in this role is recognized as a key internal reference point for technical guidance through depth and breadth of knowledge, and provides technical leadership to multi-discipline engineering, technical and administrative staff on projects of high complexity. This role may also consult directly with executive level clients and internal stakeholders to provide expert opinions and guidance for major decision-making.

Job Responsibilities

• Remains current and applies expert knowledge on client's design guides and standards.
• Offer suggestions to the client around standards.
• Proactively provides guidance, direction, interpretation and application of departmental standards, policies and procedures.
• Develops, updates and maintains departmental standards, policies and processes.
• Applies and oversees the application and integration of Owner QA programs with Commonwealth program.
• Ensures compliance with company quality program through individual and team related tasks or deliverables.
• Establishes and oversees the establishment of related processes, and promotes a culture that is conducive to quality.
• Independently applies expert knowledge of Commonwealth Associates quality program and consistently demonstrates compliance with quality standards. Provides guidance to others to assist in maintaining and improving quality.
• Leads continuous improvement and change management efforts by proactively identifying improvements, presenting the improvements to management, and participating in the implementation.
• Directly interacts with clients to review and discuss overall goals of a project as well as project status.
• Identifies and communicates client interests and drivers to project team and develops approaches to meet these interests and drivers throughout the work on complex or large projects.
• Identifies future client needs and recommend other Commonwealth services to the clients.
• Leads internal project teams and clients, regularly interacts with all levels from the clients project team as required, site visits, clarification of project execution and review of comments.
• Support Business Development by providing technical information for sales proposals, or by pursuing other related activates as assigned by department managers.

• Communicates directly with all internal and external team members to identify and coordinate details of work on multifaceted projects.

• Coordinates and communicates project schedules, tasks and proper sequencing of tasks with internal staff across disciplines, project managers and clients.
• Coordinates overall scope, schedule, and budgets for large, multi-disciplinary projects.
• Coordinates all technical aspects of projects and makes project engineering execution decisions within the bounds set by applicable policies, standards, guides and contract commitments.
• Drives knowledge management and knowledge transfer approaches and processes.
• Establishes work plans to be applied to a project.
• Identifies technical skill gaps and mitigation plans to close those gaps.

• Influences the establishment of and implements resource strategy and plans on moderately complex or multiple small projects.

• Assists with contract administration or project management administrative duties in connection with project work as needed.

• Completes expense reports and timesheets in a timely and accurate manner and seeks direction from supervisor when conflicts arise.

• Effectively implements and communicates policies, procedures, and process for workgroup.
• Develops project scope of work packages (scope, schedule & budget) for multi-disciplines.
• Evaluates and influences decisions surrounding costs, productivity or competitiveness within part of a division.
• Monitors project scope and identifies scope increases or changes, and assists project manager in developing change proposals.

Experience

15+ years - Related work experience demonstrating continuous growth and knowledge expansion. Designing and overseeing technical aspects of projects and providing guidance and mentorship to pro. Resource planning and management over multi-disciplines and large, complex projects.
