Job Title: Vice President of Program Management and Growth Strategy

Reports to: Chief Executive Officer (CEO)

Location: Washington, DC

General Summary

The Vice President of Program Management and Growth Strategy leads WellCentric's active contract portfolio and business development pipeline. This role combines program delivery oversight with strategic growth contributions, ensuring every engagement we hold is executed with excellence while we position the company for expanded revenue and partnerships. The VP operates at both the operational and strategic level, running what we have and helping to build what comes next. As the portfolio evolves, so does the scope of this role. Specific contract assignments are maintained separately in a staffing plan and updated as new work is awarded.


Essential Duties and Responsibilities

Program Management (60%)

  • Serve as primary program lead across all active client engagements, ensuring deliverables, reporting requirements, and performance milestones are met on time and within scope.
  • Maintain real-time visibility across the full contract portfolio and provide regular status updates to the COO, flagging risks and scope changes as they arise.
  • Manage staff and subcontractor coordination, scheduling, documentation, and performance accountability across assigned engagements.
  • Oversee client relationship management for assigned accounts, including ongoing communication, renewal positioning, and issue resolution.
  • Design and implement standardized project onboarding processes for new contracts and new team members joining active engagements.
  • Build and maintain quality checks and balances across all project work to protect delivery standards and contract compliance.
  • Monitor contract health, performance trends, and client satisfaction as indicators of delivery quality, surfacing expansion or referral opportunities to the CEO and co-owners.

Business Development (25%)

  • Support proposal development for government and managed care contracting opportunities, including pipeline tracking, opportunity assessment, and go/no-go input.
  • Lead or co-lead proposal writing, budget development, and submission coordination for assigned pursuits.
  • Identify and cultivate new partner and client relationships aligned with WellCentric's service lines and strategic direction.
  • Represent WellCentric in partner convenings, networking events, and client meetings as directed by the CEO.
  • Track business development activity and outcomes against established targets, reporting progress at quarterly reviews.

Operations and Leadership (15%)

  • Recommend and help implement organizational structure, role definitions, and reporting lines as WellCentric scales.
  • Ensure the right staff is aligned to the right engagements based on skill, capacity, and contract requirements.
  • Serve as a senior escalation point for project-level issues, reducing what reaches the CEO and co-owners directly.
  • Mentor and support project and account leads across the portfolio.
  • Participate in founder-led strategic planning and quarterly operational reviews.

Performance Metrics


Program management metrics are reviewed quarterly by the COO. Business development and strategy metrics are reviewed quarterly by the CEO, with BD activity reviewed monthly. The following metrics establish the standard for this role across all three areas. Specific targets may be calibrated over time as the portfolio grows. The incumbent will be evaluated on the following:


  • Contract Delivery: Maintain an on-time deliverable rate of 95% or higher across all active engagements, reviewed quarterly.
  • Client Retention: Ensure all active contracts are renewed or extended at expiration unless a deliberate decision to exit the engagement has been made. Review quarterly.
  • Risk Management and Escalation: Escalate all material risks to the CEO within 48 hours of identification. Review quarterly.
  • Staffing and Subcontractor Alignment: Maintain current staffing plans and ensure no unplanned coverage gaps across active contracts. Review monthly.
  • Business Development Participation: Participate in at least one proposal or partnership pursuit every two months. Maintain a business development activity log for monthly review by the CEO.
  • Revenue Growth Contribution: Progress toward the revenue growth milestones established in the accompanying compensation agreement, which defines the specific performance targets. Review quarterly.
  • Business Development Pipeline: Build and maintain an active pipeline of qualified business opportunities with a minimum aggregate value of $10 million. Review quarterly.
  • Portfolio Reporting and Dashboard Management: Deliver an up-to-date program status report to the CEO and co-owners every Monday.
  • Client Relationship Expansion and Referrals: Identify and communicate client satisfaction indicators, referral opportunities, and potential contract expansion opportunities to the CEO within 30 days of identification. Review quarterly.
  • Organizational Effectiveness and Process Development: Document recommendations for organizational structure, establish onboarding standards, and develop quality audit processes by the end of the first 90 days, with ongoing refinement as needed.

Qualifications

  • Bachelor's degree in public health, healthcare administration, business administration, or a related field is required.
  • Minimum 5 years of experience in healthcare program management, government contracting, or Medicaid operations is required.
  • Demonstrated success managing multiple concurrent contracts or programs.
  • Experience with proposal development or business development in a healthcare or government context.
  • Strong written and verbal communication skills; able to represent the organization professionally in external settings.
  • An advanced degree (MPH, MHA, MBA, or equivalent) is preferred; significant relevant professional experience will be considered in lieu of an advanced degree.
  • Certified Healthcare Project Manager (CHPM), Lean Six Sigma certification, or Project Management Professional (PMP) is preferred.
  • Familiarity with DC Medicaid, managed care organizations, or community health worker models is preferred.
  • Experience working with or within a CBE, MBE, or MWBE-certified firm is preferred.
  • Demonstrated track record of contract retention and revenue generation in a consulting or program management environment.

Work Environment

The working environment noise level is moderate. The sensitivity level of information handled in this position is moderate. Hybrid work environment; in-person attendance required for key client meetings, site visits, and company events. Some regional travel may be required for partner and client engagements.
