FLSA Status: Exempt, Full-time Regular

Position Summary:

The VP, Value Based Care Operations is responsible for turning USHP's value-based care strategy into consistent, measurable execution across every market and clinical practice. This role builds and leads the operating model, programs, and performance infrastructure that allow USHP's physician-led cardiovascular practices to succeed under risk-based and quality-linked arrangements, including care management, quality and risk adjustment, utilization and total cost of care management, and payer partnership operations. The VP partners closely with operational and division leadership to equip practices with the tools, data, workflows, and accountability needed to deliver on value-based targets. As a member of the operations leadership team, the VP, Value Based Care Operations shares accountability for the organization's clinical quality and financial performance at scale.

Responsibilities may include:

Value-Based Care Strategy & Operating Model

  • Translate USHP's value-based care strategy into an enterprise operating model, roadmap, and annual operating plan in partnership with executive leadership.
  • Define standard value-based care workflows, protocols, and playbooks that can be deployed consistently across sites, divisions, and newly acquired practices.
  • Establish governance, performance cadences, and escalation paths that connect enterprise value-based care priorities to division and site-level execution.
  • Partner with the SVP, Operations to align value-based care operations with clinical standards and overall business objectives.

Practice-Level Execution & Care Delivery

  • Partner with Division Medical Presidents, Regional Medical Directors, and Site Medical Directors to implement value-based care programs and initiatives at the practice level.
  • Lead care management, care coordination, patient outreach, and transitions-of-care programs designed to improve outcomes and reduce avoidable utilization in cardiovascular populations.
  • Operationalize cardiovascular-specific pathways, such as chronic disease management, post-procedure follow-up, and appropriate-use and site-of-care strategies, in collaboration with clinical leadership.
  • Support site teams in embedding value-based care workflows into daily practice operations, including patient attribution, panel management, and gaps-in-care closure.
  • Provide training, tools, and onboarding support so physicians, advanced practice providers, and practice staff understand and can act on value-based care expectations.

Quality, Risk Adjustment & Compliance

  • Oversee quality performance and reporting for value-based programs.
  • Lead risk adjustment and documentation accuracy programs in partnership with clinical leaders, ensuring accurate, compliant, and complete capture of patient acuity.
  • Direct continuous improvement efforts, using performance data to identify variation, prioritize interventions, and hold divisions and sites accountable for results.
  • Partner with Legal to ensure value-based care programs meet regulatory, contractual, and program integrity requirements.

Payer Partnerships & Financial Performance

  • Partner with Finance leadership to support the operational requirements of value-based contracts, including shared savings, risk-sharing, capitation, and quality incentive arrangements.
  • Monitor and manage total cost of care, utilization trends, and shared savings or risk performance, with regular reporting to executive leadership.
  • Serve as the operational lead in payer and program performance reviews, translating contract terms into practice-level targets and action plans.
  • Work with Division Medical Presidents and operations partners to connect value-based performance to divisional financial results and revenue growth initiatives.

Data, Analytics & Technology

  • Define business requirements for value-based care analytics, dashboards, and reporting in partnership with Data, Analytics, and Technology teams.
  • Ensure physicians and practice leaders have timely, actionable, and trusted performance data at the division, site, and provider level.
  • Evaluate and implement technology-enabled tools that support population health, risk stratification, remote patient monitoring, and care gap management.

Team Leadership & Cross-Functional Partnership

  • Build, develop, and lead a high-performing value-based care operations team, including population health, care management, quality, and analytics leaders.
  • Foster a culture of accountability, collaboration, and continuous learning across clinical and non-clinical teams.
  • Serve as a trusted partner and voice for value-based care in enterprise planning, board reporting, communications, and change management initiatives.

Growth & Market Development

  • Partner with executive and operations leadership to evaluate value-based care opportunities in de novo sites, acquisitions, and new market entries.
  • Lead value-based care operational due diligence and integration planning to bring acquired practices onto USHP's standard operating model.



Minimum Qualifications:

  • Bachelor's degree required; advanced degree (MBA, MHA, MPH, or related) preferred. A medical degree is not required for this role.
  • 8+ years of progressive healthcare leadership experience, including significant experience leading value-based care, population health, or clinical operations at a multi-site or enterprise level.
  • Demonstrated success operationalizing value-based care programs and driving quality and financial performance across multiple markets, divisions, or practices.
  • Experience with risk-based and value-based arrangements, such as Medicare Advantage, ACO/MSSP, capitation, or shared savings contracts, strongly preferred.
  • Working knowledge of quality measurement, risk adjustment, and total cost of care management.
  • Proven experience building, developing, and leading high-performing teams.

  • Strong executive presence with the ability to influence and lead both physician and non-physician leaders.
  • Track record of leading through others at scale within a multi-site, physician-led environment.
  • Skilled at partnering with and enabling physician leaders to succeed, rather than directing top-down.
  • Strategic thinker with strong financial, analytical, and operational acumen.
  • Data-driven approach to performance improvement, with the ability to translate analytics into practice-level action.
  • Excellent communication and relationship-building skills across clinical and non-clinical stakeholders.
