TERMS OF REFERENCE FOR VIDEO EDITING SERVICES BACKGROUND Relief International is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing. People living in fragile settings face complex, interconnected and deep-rooted crises that often tear a hole in the social fabric of communities. When this happens, our teams work closely with community leaders; first focusing on critical health needs, and then, as communities recover, focusing on both health and wellbeing programming that helps reweave the social fabric for greater resilience in the future. Our team of more than 5,000 staff and local volunteers work in 16 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that is safe, truly local, conflict sensitive, climate smart, evidence based, and reaches those in need. Relief International is a 60-year-old international NGO alliance that is the product of mergers and alliances between three organizations. Today, Relief International is comprised of Relief International, Inc., Relief International-France, and Relief International-UK, all of which are led by a single senior leadership team. RI Philippines office is seeking to procure the services of a Graphic Designer who will adhere strictly to the standards and guidelines of Relief International. PROGRAM INFORMATION The Tanggol Kababaihan: Operationalising the Philippine National Action Plan on Women, Peace and Security (NAPWPS) is a program funded by the European Union. It contributes to improved peace, stability, and well-being among conflict-vulnerable communities in the Philippines through effective civil society engagement in enhancing local implementation of the NAPWPS, leading to better informed policy processes along higher tiers of governance. To do this, we engage with stakeholders in different parts of the Philippines, from Luzon, Visayas, and Mindanao. OBJECTIVES To deliver high quality short videos, working with videos filmed by different stakeholders using their mobile devices, that will be appealing to general audiences while delivering key messages within a short period of time. The videos must adhere to the visual guidelines of Relief International and European Union to maximize the awareness-raising opportunity. SCOPE OF WORK The anticipated period of post-production will be from August 2026 to January 2027 with videos assigned on a rolling basis. It is expected the total number of days of work within this period will amount to approximately 90 days, with specific work and delivery dates for each video to be decided upon in consultation with the Tanggol Kababaihan program team. The consultant will bill monthly based on a daily rate and must keep Relief International informed of days spent in relation to the deliverables. DELIVERABLES Production of 45-second videos based on mobile videos taken by stakeholders on the ground; Production of two (2) 2-minute AVPs on Women, Peace and Security and the Tanggol Kababaihan consortium based on mobile videos taken by teams on the ground; Production of 30-second explainers on topics covering Women, Peace and Security using royalty-free videos, graphics, photos; For all the abovementioned, provide versions with subtitles in English, Tagalog, Hiligaynon, Waray-Waray, and Bisaya. LEVEL OF EFFORT AND PAYMENT ARRANGEMENT The consultancy shall be implemented from August 2026 to January 2027. Payment arrangement will be on Person-Day Basis • Maximum engagement of 90 person-days during the consultancy period. • Payment shall be based on approved daily professional rates and actual days utilized. The consultant shall submit editable source files and final production-ready versions for all approved outputs. QUALIFICATIONS Applicants should meet the following criteria: • At least 7 years’ experience in video editing, especially with short, shareable videos as shown in a relevant portfolio • Familiarity with adherence to institutional branding • Demonstrated experience in media reel production for INGOs (to provide link to work in the application) • Experience in working with partners and various stakeholders and ensure cultural sensitivity, gender responsiveness, and disability inclusion • Excellent communication and organizational skills • Ability to deliver high-quality work within tight deadlines • Adherence to RI’s Safeguarding Policies and Values RI Values: We uphold the Humanitarian Principles: humanity, neutrality, impartiality, and operational independence.
