Organizational Setting

Libya faces critical challenges in integrating climate change impacts across water, energy, food, and ecosystem sectors. The absence of updated baseline data limited institutional capacity, and lack of coordination mechanisms hinder the development of integrated strategies. The Green Climate Fund (GCF) Readiness project aims to strengthen governance and institutional frameworks for integrated climate change, water, energy, and food security strategies, with a focus on the WEFE nexus.


Reporting Lines

The WEFE Nexus and Capacity Development Specialist (Environment and Energy) will be recruited under the overall supervision of the FAO Representative in Libya and the technical supervision of the FAO Subregional Office for North Africa (FAOSNE) Land and Water Officer. The specialist will work in close collaboration with the project team to support the implementation of project activities and ensure the achievement of project objectives.


Technical Focus

The National Specialist (Environment and Energy) will provide technical and coordination support to the implementation of project activities related to the Water-Energy-Food-Ecosystems (WEFE) Nexus, with a particular focus on the environment and energy sectors. The incumbent will contribute to the preparation of a GCF concept note and pre-feasibility assessment for a proposed WEFE Nexus climate-smart agriculture project, ensuring the integration of environmental sustainability and energy considerations. The specialist will also support capacity development activities, including Training of Trainers (ToT) programmes and their replication within relevant government institutions. In addition, the incumbent will contribute to the effective coordination and implementation of other project activities, providing technical support as required to advance the project’s objectives.


Tasks and responsibilities

• Provide technical and operational support for the organization and coordination of meetings, interviews, and consultation sessions with key stakeholders and respondents related to the environment and energy sectors.
• Review relevant studies, reports, policies, and available information on the environment and energy sectors to support the development of the WEFE Nexus concept note.
• Review and provide technical inputs to the GCF concept note and pre-feasibility study for the proposed WEFE Nexus Climate-Smart Agriculture Project, with particular attention to environment and energy considerations.
• Support the collection, compilation, analysis, and validation of technical data and information required for project activities and related assessments.
• Provide technical and coordination support to the project team in the planning, implementation, monitoring, and reporting of project activities, including support to capacity-development activities and stakeholder engagement processes.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in climate science (master minimum), environmental sciences, agricultural climatology, natural resource management, or a related field
• At least 7 years’ experience in climate change adaptation ideally with a focus on agriculture, water resources, or food systems
• Working knowledge of English and Arabic
• National of Libya or resident in the country with a regular work permit

• Excellent understanding of national and regional climate policies, climate risk assessments, and their intersection with agriculture, water, energy, and food security strategies.

• Excellent writing skills and ability to synthesize.
• Experience working with UN agencies is an advantage.
