Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

Job Summary:

Follows a strict set of guidelines to optimize the materials planning work processes for key material commodities. Ensures consistent material identification methodology and clearly defined responsibilities between project and pipe fabrication shop for commodity work processes. Serves as liaison at the spool fabricator facility for control & reporting materials availability status. Work closely with Project Material Management to coordinate receipt, storage and issuance of materials within the pipe fabrication facility. Coordinate and provide materials allocation with pipe fabrication personnel for accurate priority sequencing and reporting of materials required for work package installation. Provides detailed coordination with responsible groups to ensure that materials are provided in a sequenced, timely manner and in sufficient quantity to support the completion of pipe fabrication both in support of module work and any jobsite requirements that may arise. Ensures accurate distribution of spools to installation locations. Monitors inventory control mechanisms, assist in early identification of surplus or unneeded materials, and coordinates material availability in support of design revisions or rework. Manages the resolution to UOS&D’s, back charges, RFI’s/TQ’s and holds.

Major Responsibilities:

Develops Division of Responsibility with responsible pipe fabrication personnel. Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups. Where necessary, participates in preparation of project-specific desktop instructions for use by the functional groups regarding automation interfaces on materials related transfers. Ensures the material identification methodology permits accurate status and distribution of materials according to the priority and sequence of construction activities. Determines, with the functional groups, the best strategy for fabricated systems that provides the most overall value on the project. Prepares flow charts of the materials management process for key commodities within area of responsibility. Identifies any “special” or potentially lengthy approval requirements that could impact the timely issuance of the key engineering deliverables that drive the materials work process. Identifies, in coordination with Engineering, critical design drawings and data required from suppliers that may affect the timely issuance of other design deliverables, or are needed by fabricator well ahead of material delivery. Serves as liaison at the module site for control and reporting of materials availability. Work closely with Module yard personnel to coordinate receipt, ensure storage conditions are in compliance with manufacturer recommendations and facilitate resolution to discrepancies for incoming materials. Timely input of materials receipt in BPS to ensure accuracy of inventory. Work with Module yard personnel to obtain timely materials withdrawal and complete the BPS process by removing these items from inventory database. Coordinate priorities with the Home Office MM team to ensure materials are available to support schedule. Develop reports that provide visibility to module yard personnel, Shell and Bechtel teams that ensure visibility of material status. Provides detailed coordination with responsible groups to ensure that materials are provided in a sequenced, timely manner and in sufficient quantity to support the completion of module work. Monitors inventory control mechanisms, assist in early identification of surplus or unneeded materials, and coordinates material availability in support of design revisions or rework. Advanced knowledge of either Procurement operations related to the acquisition of materials on projects, or of an Engineering discipline within the area of responsibility, the work process and the deliverables produced (must have a basic knowledge of the other).

Experienced in the use of the Bechtel Procurement System (BPS), including drawing takeoff input, Look-Ahead Viewer, Bucksheet data, MRR and MWR formation. Advanced knowledge of Project Bechtel Standard Applications Programs (BSAP) and their modes of data interfacing with BPS and each other. Advanced knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with BPS. Advanced knowledge of work packaging, pre-buy methodology and materials status reporting.

Education and Experience Requirements:

Typically requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Recognized as advanced contributor with specialized skill set. Considered highly skilled and proficient in discipline. Seasoned, experienced professional with a full understanding of area of specialization, resolves a wide range of complex issues in creative and effective ways. Works on problems of diverse scope where analysis of data requires evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Networks with key contacts in own area of expertise and may network with contacts outside own area of expertise.
