Job Description: Ferrovial Energy is seeking an experienced Assistant Project Manager to oversee all aspects of the permitting, regulatory compliance, project controls, and project delivery processes required for the construction and operation of a solar project. This role reports to the Project Manager, with weekly travel to the project site . Relocation support will be provided for candidates outside of the Austin, TX area that wish to apply. The Assistant Project Manager will lead permitting strategy and execution, manage relationships with regulatory bodies at all levels of government, support project delivery and construction oversight activities, and ensure the project maintains full compliance throughout its lifecycle. As part of the Owner’s Representative team , this role will protect the project owner’s interests by coordinating and overseeing the performance of EPC contractor, consultants, and third-party service providers throughout project execution. Key Responsibilities Project Controls & Cross-Functional Support Support the Project Manager in planning, coordinating, and executing project activities from development through construction and close-out. Drive project execution by tracking schedules, milestones, consultants, contractual obligations, and key deliverables. Coordinate project meetings, site visits, contractors, consultants, Owner's Engineer activities (engineering and construction supervision), and follow-up actions to ensure alignment across stakeholders. Manage project documentation, including engineering, QA/QC, permitting, inspection, and construction records. Monitor permitting, environmental, and interconnection milestones, and compliance requirements throughout the project lifecycle. Support budget monitoring, change order tracking, and cost control activities associated with project execution and permitting efforts. Support cross-functional activities required to achieve key project milestones and objectives such us financing, land matters, etc. Support reporting, project controls, and management reporting activities to ensure successful delivery of project objectives. Permitting, Regulatory & Stakeholder Management Manage the project's permitting and regulatory requirements, ensuring the timely acquisition and maintenance of all permits and approvals required for construction and operation, while mitigating compliance and permitting risks. Support relationships with project stakeholders, including local, state, and federal regulatory agencies and authorities, fostering effective collaboration and timely resolution of inquiries throughout the project lifecycle. Coordinate with the Project Manager, internal teams, external consultants, and legal counsel to ensure compliance with environmental, permitting, interconnection (ERCOT, PUCT, NERC, EIA), and other regulatory requirements. Qualifications Bachelor’s degree in an Engineering , Construction Management, or a related field preferred. 3-5 years of experience in renewable energy, engineering, construction, project management, or a related field. Strong understanding of regulatory frameworks and guidelines applicable to renewable energy development. Demonstrated experience developing projects through complex permitting environments. Demonstrated experience interacting with government agencies at local, state, and federal levels. Experience monitoring compliance and maintaining rigorous documentation through the project lifecycle. Experience working collaboratively in a cross-functional and culturally diverse team environment. Professional Qualities Strong interpersonal and stakeholder management skills, with the ability to work effectively across internal teams and external agencies. Ability to develop and implement effective permitting strategies in complex regulatory environments. Skilled at managing multiple workstreams simultaneously under deadline pressure. Effective negotiator with the ability to build and sustain regulatory relationships. Meticulous attention to detail in permit application preparation and compliance documentation. Strong analytical and problem-solving skills. Motivated self-starter with a goal-oriented mindset and flexibility to adapt in dynamic environments. Commitment to continuous improvement.
