Business Analyst | 11477 | Fixed Term Contract until March 2028 | 37 hours per week | £38,510 to £40,444 per annum (Scale I) | County Hall, Norwich / Hybrid

Are you a collaborative and forward-thinking Business Analyst with a passion for improving services through digital innovation? Do you enjoy working as part of an Agile delivery team, partnering with users, developers and stakeholders to design, test and deliver solutions that make a real difference? If so, we'd love to hear from you.

The Social Care and Education Systems Team plays a central role in how Norfolk County Council delivers its statutory responsibilities. We support and develop the digital systems used across Children's Services, Adult Social Care and Education, helping ensure they remain effective, user-focused and aligned to the needs of practitioners and managers.

We're looking for a motivated Business Analyst to join our Agile delivery team, supporting the ongoing development and enhancement of our Social Care and Education systems. You'll work closely with operational teams, Product Leads, suppliers and technical colleagues to translate business needs into user stories, support iterative development, and help deliver valuable outcomes for our users.

What you'll be doing

  • Working collaboratively with users, stakeholders, developers and suppliers to understand business needs and identify opportunities for improvement.
  • Creating, refining and maintaining high-quality user stories and acceptance criteria that clearly articulate user requirements and desired outcomes.
  • Supporting backlog management and helping prioritise work to maximise value and align with business priorities.
  • Participating in Agile ceremonies including sprint planning, backlog refinement, reviews and retrospectives.
  • Supporting iterative delivery by gathering feedback, validating solutions and ensuring developments meet user needs.
  • Coordinating and supporting user acceptance testing, helping ensure changes are fit for purpose and successfully adopted.
  • Analysing business processes and identifying opportunities to improve system functionality, efficiency and user experience.
  • Acting as a bridge between operational teams and technical colleagues, ensuring shared understanding throughout the delivery lifecycle.

About you

You'll bring:

  • Experience working in an Agile delivery environment and contributing to iterative product development.
  • The ability to elicit, analyse and document requirements using user stories and acceptance criteria.
  • Strong analytical and problem-solving skills, with the ability to break down complex challenges into practical solutions.
  • Excellent communication and stakeholder engagement skills, with a collaborative and user-focused approach.
  • Experience working with cross-functional teams, including business users, developers, suppliers and system specialists.
  • An understanding of backlog management, prioritisation and continuous improvement principles.
  • The ability to manage competing priorities and adapt to changing business needs.
  • A genuine commitment to improving outcomes for children, young people and families through effective digital services.

Experience in social care, education, local government or complex business systems would be beneficial, but what matters most is your ability to work collaboratively, embrace continuous learning and help deliver meaningful improvements through Agile ways of working.

Why join us?

This is an opportunity to be part of a friendly and supportive Agile delivery team that directly influences the systems used by frontline practitioners across Norfolk. You'll have the chance to shape digital services, contribute to exciting system developments, and work closely with colleagues who are passionate about delivering better outcomes for residents.

We support flexible and hybrid working, balancing service needs with opportunities to work from home and collaborate in person when required.

If this sounds like the next step in your career, we'd be delighted to hear from you.
